The Democratic Party, through a letter, has denounced to the CEC the director of the Agency for Agricultural and Rural Development, Ardita Kuçi , for abusing her public position by favoring a political entity in violation of the electoral code.

According to the complaint signed by DP lawyer Franc Nuri , Kuçi violated the code by campaigning for the Socialist Party.

Kuçi, it is stated in the DP complaint, has used public office in support of the SP.

Denunciation of the Democratic Party:

"The director of AZHBR acted as a human resource in support of a political party:

"In this case, the subject who performs the duty of Director of the Agency for Agricultural and Rural Development, Ardita Kuçi, is considered a human resource due to her engagement in public administration. In this case, she has acted as a human resource of the institution she leads, in support of a certain political party, which in this case is the Socialist Party, violating Article 91 of the Electoral Code," the DP's complaint states.

According to the complaint, she committed this violation by presenting, as director of AZHBR, a national support program in agriculture, just a few weeks before the elections. According to this program, the DP says that AZHBR politically influences farmers, as it provides benefits to them just a few weeks before the elections.

"The AZHBR Director has introduced a support program that aims to provide facilities for a certain category of voters

The introduction of the National Agricultural Support Scheme is contrary to these provisions because: a) It provides for the granting of benefits to a certain category of people, specifically to

farmers, livestock keepers and beekeepers and persons working in the field of agriculture. b) It has not been issued under the conditions of a state of emergency (as provided for in Article 91/4).

Currently, the country is not in the conditions of a natural disaster, epidemic, state of war or other extraordinary situation that would have dictated the issuance and introduction of this Scheme.

The violation of the criminal code for "Using public office for political or electoral activity" provides for a prison sentence of 1 to 3 years. The DP-ASHM coalition demands that the CEC take immediate measures against the director of AZHBR, Ardita Kuçi.

The Director of the AZHBR has used public office for political or electoral activities.
The subject in question, in open violation of the law as above and the Criminal Code, has used public office to favor a political party, specifically the Socialist Party. The use of public office for political and electoral purposes is prohibited by law due to the fact that it involves the abuse of public funds, favoring a political party and exercising influence over voters.

The presentation of this program automatically affects the political conviction of voters, bringing benefits and interests to the Socialist Party and harming the interests of the Democratic Party. The PD-ASHM Coalition

Under these conditions, the Democratic Party - DP-ASHM Coalition requests that your institution take immediate measures against Ardita Kuçi, Director of the Agency for Agricultural and Rural Development, regarding the violations as above.

Under these conditions, the Democratic Party-DP-ASHM Coalition is officially submitting this request regarding the denunciation of the actions mentioned above that are contrary to democratic principles and the rules provided for in the Electoral Code, ultimately requesting:

1) The initiation of an administrative investigation into this case by the CEC administration; and 2) Taking appropriate administrative measures against these illegal actions, according to the legislation in force.
