Escobar on the Western Balkans: Corruption is the biggest problem for the region
Deputy Assistant Secretary of State for Europe and Eurasia, Gabriel Escobar

The Deputy Assistant Secretary of State for Europe and Eurasia, Gabriel Escobar, said on Thursday in Washington that the main challenges in the Western Balkans are relations with each other and Euro-Atlantic integration, but that the opportunities offered by the region are much more important than the risks. .

Speaking at a discussion at the Atlantic Council, Mr. Escobar said that the situation created by Russia's war against Ukraine has given impetus to the West's efforts to solve the remaining problems. Mr. Escobar said he hopes to see progress next year between Kosovo and Serbia based on the Franco-German plan and emphasized the commitment of the United States to democracy and the fight against corruption in the Western Balkans.

Mr. Escobar said that the United States wants to see the fastest possible integration of the Western Balkans into the Euro-Atlantic institutions and that from the American point of view, the region "offers extraordinary opportunities".

"The challenge for the United States and our European allies is that not all countries in the region have good relations with each other. This has been an obstacle to finding elections and stable relations between those countries so that Europe is complete," said Mr. Escobar.

The senior American official said that in the eyes of America, the countries of the region are already part of the Euro-Atlantic family.

"They are simply not part of the formal structures that connect the United States and Europe, so the question is how can we accelerate their membership in those formal institutions, recognizing that they are European because they belong to our society, they belong to the structures ours", he said.

The war in Ukraine, incentive for increased Western engagement in the Balkans

Russia's war against Ukraine has increased the West's efforts to solve the problems in the Balkans, Mr. Escobar said.

"Among our European allies, the sense of urgency has increased to solve some of the problems and accelerate some of the processes that will lead the region in the right direction. And so, in this regard, the crisis in Ukraine has influenced the focus on the realities of what is happening in the Western Balkans", he said.

According to the State Department's top official for the Balkans, the best way to counter Russia's efforts to influence the region is to provide a democratic alternative.

"We are strengthening ties in the community of democratic countries, which are also some of the richest countries. By doing such a thing, those countries (of the region) understand that they do not have to rely on Russia", he said.

Mr. Escobar praised North Macedonia as a model for the region, regarding reforms and multi-ethnic solutions. Speaking about Albania, he said that despite all the problems, modern history has shown that it can undertake difficult political decisions and that he hopes that this trend will continue. He expressed concern about the situation in Montenegro and called for early elections as soon as possible, a call he said he has conveyed to the country's leaders./VOA
