Former Prime Minister Sali Berisha did not appear before SPAK today in compliance with the mandatory appearance measure for the Partizani affair.
Berisha has received permission from SPAK to travel to Strasbourg, where he will visit the Parliamentary Assembly of the Council of Europe.
