Sali Berisha and  Ilir Meta , two of the country's senior statesmen, former prime ministers and former presidents, enter the election burdened with criminal cases and accusations of corruption and abuse of office.

Shofer jo i bindur duket të ketë qenë edhe kandidati tjetër i PD Lisandër Hoxha i cili është ndaluar për drejtim të pa-rregullt të mjetit në 2021 dhe dënuar me 50 orë punë në interes publik.

Socialistët me njollë në formularin e dekriminalizimit duket të jenë më të pakët në numër, por me vepra më të rënda penale: nga armëmbajtja pa leje, falsifikim dokumentesh, e po ashtu shkelje të rregullave të qarkullimit apo kundërshtim të punonjësve të policisë.

Ish-deputeti i PD Alban Zeneli, aktualisht kandidat nën logon e Partisë Socialiste në Kukës ka deklaruar 6 muaj burg për shkelje të rregullave të qarkullimit dhe gjobë për kundërshtim të punonëjsit të rendit dhe prishje të qetësisë publike.

Halil Koloshi, kandidati për deputet në qarkun e Tiranës ka deklaruar një gjobë prej 50 mijë lekësh në 2010 për mosbindje ndaj efektivëve të policisë.

Gjobë dhe falsifikim dokumentesh ka deklaruar kandidati tjetër i Tiranës Ylli Shehu. Deklaron gjobë në 2007, neni 174 pa specifikuar kodi penal apo rrugor.

Nëse është kodi penal është “kontrabandë mallrash” dhe në 2008 gjobë për falsifikim dokumentesh.

Kryetari i Bashkisë së Tepelenës për tre mandate, aktualisht kandidat për deputet në Gjirokastër, Tërmet Peçi, rezulton i gjobitur për përdorim të dokumenteve të falsifikuara në 2007-ën.

Për armëmbajtje pa leje dhe kanosje është ndaluar kandidati i Shkodrës Ervin Doda, por vendimi gjykatës së Pukës e ka shpallur atë të pafajshëm.

Ndërsa me 10 muaj burg rezulton kandidati i Dibrës Agron Malaj, për veprën e armëmbajtjes pa leje në 1999-ën dhe masën “Detyrim paraqitje” në 2011-ën për shpërdorim detyre.

Another candidate from Shkodra, Shkëlqim Stërkaj , declares the measure of compulsory appearance for an unspecified offense, for which he was acquitted in 2009.

The measure of compulsory appearance was declared by Fier candidate Avdi Snalla in 1997, without specifying the crime, a case now dismissed by the prosecution.

Blendi Klosi , the political leader of the Dibra district, was arrested by the authorities in 1994 for an unspecified offense, which was in fact abolished in the Criminal Code adopted on January 27, 1995.
