This is the second time that the company Eco Riciklim shpk has been denounced by the DP. According to the DP, Eco Riciklim runs a monopoly on tender procedures for the disposal of hospital waste procured by the Ministry of Health and subordinate institutions.

A few days ago, in the APP bulletin, no. 14, dated March 25, 2025, the winner's announcement from QSUNT was published for the sole operator participating in the competition, Eco Riciklim, with the subject: 'Treatment and disposal of hazardous hospital waste for 24 months (codes 18.01.01, 18.01.03, 18.01.08)', with a bid value of 100% of the limit fund.

The above contract culminates in the highest value compared to all other contracts registered in the 'Open Procurement' database for procedures of this nature.

This contract was announced on February 20, 2025.

To make it possible for 1.7 million euros to go back to Eco Recycling, a tactical move was carried out by the owner Arbër Teqja, the son of the deputy director of QSUNT.

7 days after the tender announcement on February 27, 2025, he sells his share of shares to another company.

Only this bidder participated in the competition for this tender and in the absence of competition, he was of course declared the winner.

The offer was 100% of the limit or fixed fund value of 1.7 million euros including VAT.

According to Spending Data, with Eco Recycling alone, Arbër Teqja has won 5.6 million euros for public contracts from the Ministry of Health and subordinate institutions, including QSUNT where his mother works as deputy director.

It has been a year since CM Edi Rama, the then Minister of Health O. Prosecutors should verify the legality of the conduct of these procedures and the final beneficiaries of these public funds.

After a year since the criminal report was filed with SPAK and after several continuous denunciations by the DP, the phenomenon has not stopped. It continues with alleged public competitions while mismanaging public funds.

So what name should we give these special prosecutors?

Are they working against corruption or do they have special ties to it?
