The leader of the Democratic Party, Sali Berisha, during the presentation of the DP's program for protecting the family against depopulation, presented the "Emergency Package", in which he focuses on a series of problems affecting the Albanian family, which according to him has been neglected by the current government of Prime Minister Edi Rama.
Initially, the leader of the Democrat Party focused on the economic aid that citizens are supported with, taking the example of the Kukës district, where, according to Berisha, Rama punished all those who did not vote for the Socialist Party by coming to power.
Further, Berisha added that Albania, with the opposition's return to power, will guarantee Albanians economic assistance in the first three months.
"This effort, this objective, for a strong family, for a consolidated family, for a family full of life, requires a multi-faceted confrontation. Again, I emphasize, poverty first. If we do not urgently launch a frontal attack on extreme poverty, Albanians in the hundreds and thousands will continue to flee Albania and the Albanian family will decrease and will always be in difficulty. Therefore, that package, which we have called the Emergency Package, has a goal. To eradicate extreme poverty. Poverty does not eradicate poverty because poverty exists in every country, but extreme poverty in a country with the economic situation of Albania exists only because that country is stolen, stolen and only stolen by the government. There is no cause, no reason, for this poverty to exist. I tell you, what happened in Kukës? As soon as Edi Rama came to power, he removed economic assistance for 20 thousand residents in Kukës because they voted against it, because the region voted against the Socialist Party. However, those who know Kukës know that apart from a few villages, very few villages, in general the villages of that region are the villages with the least land. They are villages whose inhabitants cannot live without economic assistance. And what was Albania in that year? Albania that year should have added, there were 120 thousand citizens with economic assistance, it should have added at least 60 thousand more with a register. And if it had added these 60 thousand, and economic assistance, Albania would have achieved what we are going to achieve now. It would have excluded extreme poverty or misery. On the contrary, they came deepening and today at a time when 41% of the population is at risk of poverty and is poverty, a total of 61 thousand citizens receive economic assistance. All this is a hostile attitude towards Albanians and this ends in the first three months of our government" , said Sali Berisha.
Berisha sees his return to power as an opportunity to rebuild the Albanian dream, according to him, by supporting families with extra funds, but also to bring back hundreds of thousands of Albanians who have left the country.
"These hundreds of thousands of Albanians who have left this country, some of them are qualified, some of them are businessmen, today very successful in those countries. Others are researchers, scientists, experts, specialists. But the vast majority of them are workers, ordinary people, who stay in those countries because they receive a better salary, their work is better paid. They work in agriculture, they work in hard work, so we will do everything for them to return to Albania. Their savings will be successful in this country."
During the presentation of the 2025-2029 government program, Berisha focused in particular on qualified Albanians who have left the country.
He stated that the right-wing government will help returning immigrants by allocating soft loans, grants, but also through the 5-year tax-free initiative.
"A period of 5 years will be tax-free. But this is not the only measure for their smooth return to Albania. Favorable loans are needed, grants are needed for their start-ups. So, if in 2009-2013 about 180 thousand emigrants returned, we must do everything for a rapid reversal of the current situation so that their return can begin. The program in this area, or the success of our program in this area, is also the most important barometer of achieving the objectives of our future government."
Berisha also said that every Albanian family will be assisted by the government for the first child with a monthly payment. According to the DP leader, the second and third child, from birth to the age of 23, will be fully covered by the state.
