'Gift to oligarchs': PS towards extending tax amnesty to special

With a legal initiative of MP Blendi Klosi, the Socialist majority aims to extend the amnesty from profit tax to those businesses that will receive special status for four- and five-star hotels or resorts until December 2026.

Under current tax legislation, the corporate income tax exemption period has expired on 31 December 2024.

In the draft law submitted to the Assembly in December, Klosi proposes: "Entities operating in accommodation facilities "Hotel/Resort with four and five stars, special status" according to the definition in the tourism legislation and which are holders of a registered trademark and internationally recognized 'brand name', are exempt from corporate income tax for a period of 10 years, "For those structures that are awarded special status by December 2026."

The draft proposes that the effects of the exemption begin at the moment of the economic activity of the accommodation structure, but not later than three years after the receipt of the special status. In the accompanying article, Klosi argues that this legal initiative aims at "incentivising the tourism sector by lowering the tax rate to 0% for the first 10 fiscal years for hotels and resorts".

Since 2019, prime minister Edi Rama's government has granted special investor status in five-star accommodation facilities to a group of businessmen close to him. These companies benefit from a number of other tax facilities such as infrastructure tax exemption and value added tax, VAT of 6%.

In parallel with Klosi's proposal, the initiative of another Socialist DEPUTY is being considered in the Assembly to extend the deadline for the law on strategic investments.

Jorida Tabaku, a Democratic Party MP, called the proposal a "special law" that serves some people and "destroys the rule of law" through a Facebook status.

"Socialists do not stop with their proposals of special laws, which destroy the foundations of a fair state and build a minority government, at the expense of the majority," Tabaku wrote, calling this another 'gift' to oligarchs.

"Special laws that are seized by order for the interests of a privileged few do not build an economy for Albanians. Rather, they deepen inequality and corruption," Tabaku stresses, calling for the new investment law to be made. /Reporter
