The chairwoman of the Parliamentary Committee for Education and Public Information, Flutura Açka, as well as the democratic deputy Ina Zhupa, denounce an attempt by their colleagues in the majority, to hold a meeting in violation of the rules of the Assembly, with the aim of approving the EP/law which extends the mandate of Skënder Gjinushi at the head of the Academy of Sciences.

This p/law is not on the agenda of Thursday's parliamentary session and according to the regulation, the work in the committees must be closed 48 hours before the discussion and approval in the session.

In the attention of the Albanian media. Today, exactly on the day of the end of Skëmder Gjinushi's term as the President of the Academy of Sciences of RSH, all the parliamentary commissions have closed their work session and submitted (according to the regulation of the Parliament 48 hours before) all the decisions for tomorrow's Parliament session, two members of the Parliamentary Committee for Education and Public Information Media (KPEMIP), MPs Petro Koçi and Ismet Beqiraj, are preparing a parliamentary coup, calling a meeting out of order of the KPEMIP, to pass in the vote their infamous draft law, which extends the life of the Skënder Gjinushi Academy of Sciences.

In typical illegal ways, with an unjustified haste, in complete violation of the Parliament's Regulations, putting open pressure on the colleagues of the majority, members of KPEMIP, openly forcing the staff of the committee and the staff of the Assembly that supervises the work of the committees to violate the Regulation, in an open attack on free elections in the Academy of Sciences of RSH and against the wishes of the Assembly of ASH, in open insult to the autonomy that the law gives to this institution, these two colleagues are trying to call it carried out their mission started months ago in personal service to Skënder Gjinushi.

In all aspects of the review of the draft law brought to the Parliament by colleagues Koçi and Beqiraj, there were violations, legal inconsistencies, manipulations of documentation from ASH and nonsense that require their own time for a quality product. The haste has only one goal, just as the law has only one name: to save the fugitive president of the ASH, even though to do so the law is violated openly in the face of the Albanians.

As the head of this committee, I inform the President of the Assembly that until now I have not been informed about the filing of any request in the protocol of the Assembly for the meeting of KPEMIP by the two deputies. Only after receiving the request, as the leader, I have the obligation to review it and decide the date and time of the meeting, according to the Regulation.

I call on the two fellow MPs to respect the Assembly Regulations for calling the Parliamentary Committee meeting and not to order colleagues in private and non-institutional forms and outside the hierarchy defined by this Regulation".

Deputy Ina Zhupa was on the same line.


"Unprecedented! Gjinusho-deputies try to violate the law and regulations! Today Skënder Gjinushi's term at the head of the academy ends, and with pirouettes of power I will secure a second unconstitutional one.

Since yesterday, MPs Petro Koçi and Ismet Beqiraj, pressured by the president without a mandate Skënder Gjinushi, put behind the wall by his interests, seek to turn the assembly into lawbreakers, as a notary of clannish ambitions. With an unprotocoled, unreasoned request, we cannot gather outside the commission's program, they try to destroy parliamentarism.

They demand a vote on a draft law today at 11:00, without discussion!

There can be no vote when

1- The relationship is inaccurate and fraudulent.

2- The draft law is openly in conflict of interest, where the co-proposer Gjinushi is seeking it for his mandate

3- The Academy of Sciences enters into elections according to the statute upon the end of the chairman's term.

4- There are 3 procedural requests in the assembly bodies for this issue.

5- There is no exhaustive clarification on the petition of 52 academics, it is brought to us for a decision in 2022, and today we are in the other conditions of the elections in the academy. I need a hearing with them.

We are MPs who should be concerned with the problems of the citizens and not the problems of the 30-year-old career of the former minister of the dictatorship.

Stop the pomp and pageantry!

Comply with regulations and laws. You are paid from citizens' taxes, not from Gjinushi's border".

Socialists Petro Koçi and Ismet Beqiraj have presented a draft law to the Education Commission, to change the law in force for the Academy of Sciences, requesting that the president of the Academy be entitled to a second term, including the removal of the age limit, 75 years old.
