The next meeting of the Council of Ministers took place today, where several decisions were made and draft laws were passed.
One of the discussions and decisions was the designation of 40 municipalities as priority areas so far for the Mountain Package and that have submitted documentation, while work continues for 4 other municipalities and the process for those that have been left behind.
In a media appearance, the Minister of Local Government, Ervin Demo, stated that:
"40 municipalities with priority areas that have submitted documents and have been declared priority areas for the Mountain Package. This process will continue week after week with other municipalities. Municipalities are noticing increased interest. We will continue working with the last 4 municipalities as well."
The Minister was also asked by journalists about the Territorial Reform, as well as the hearing that took place in the city of Lezha by the Reform Commission two days ago.
The question was related to the remarks of the mayor of Lezha, Pjerin Ndreu, who raised several issues, concluding, according to the journalist's question, that "Municipalities are returning to the government's pockets," through the reduction of competencies.
"First of all, I am glad that this process has started, I wish it had started earlier. By meeting and involving citizens, municipalities, municipal councils, to give their positions to see what was done with the 2015 reform and to discuss them. There are many issues that the mayor of Lezha has raised, which are related to the functions of municipalities. It must go beyond the debate on the number of municipalities, but their functioning is important. It is understood that the central government will not agree with the municipalities and this is a normal thing that happens in all countries of the world. If we take the reforms in order, the one of water supply or territorial management, there are definitely different positions. It is important that we guarantee that the municipalities guarantee with what they have delegated powers or that stem from the law or those that the reform will bring tomorrow, we guarantee that the municipalities are stronger in function and service in the territory. I do not expect them to agree in power "Local, there are different positions, I was a mayor myself," Demo said, among other things, in his response.
"The functions of municipalities are very important to consider, the debate on the number of municipalities should go further. In fact, we should focus on what the functions of municipalities are."
The minister further stated that the government is interested in municipalities having legal powers and guarantees to be stronger and more functional.
He also gave a deadline for when these hearings in the districts with local government, citizens, and other factors will be concluded.
"I believe that in the weeks ahead and if I am not mistaken with the agenda that the Commission has already approved, by the end of May the tour will be concluded in all regions of the country and we will definitely hear from many other citizens and not only other actors in the territory, who may have different positions regarding the latest reform but also regarding the elements that need to be seen and taken into consideration during the process in the Special Commission", concluded Demo.
