The Chairman of the DP Parliamentary Group, Gazment Bardhi, has published an interview with businessman Behgjet Pacolli, who has shown the behind-the-scenes of the concession procedure for Vlora Airport.
According to Bardhi, Pacolli's statements show that before the competition he had agreed with Munich Airport to participate in the competition, but it was Minister Belinda Balluku who brought the Turkish company into play in that concession.
Pacolli says that he had received a phone call from the Turkish company, which had told him that it would be involved in two investments in Albania: the Memorial Hospital in Fier and the investments for the construction of the Vlora Airport, for which he had asked businessman Pacolli to be involved together. Before the winner of the competition was announced, Pacolli says that Minister Balluku had called the Turkish company to a meeting, where the percentages of participation in this concession were also divided.
Bardhi's statement:
The testimony of businessman Behgjet Pacolli proves that there is no competition, the state is being used as a facade for Edi Rama's "geostrategic" bargains, and that Belinda Balluku has knowingly signed on to this gigantic illegality.
The evidence proves beyond any doubt that the Vlora Airport concession is a corrupt scheme directed by Edi Rama and managed by Belinda Balluku.
Listen to the testimony! In Belinda Balluku's office, it is determined how much each shareholder will own before the competition is formally opened and that her concern is to satisfy the Turkish partner in the concession. Why? She will definitely show the reasons during the investigation at SPAK.
Behgjet Pacolli's testimony constitutes a unique piece of information for SPAK and an obligation to be administered as evidence immediately to understand that the head of corruption has not yet been placed under investigation. Or at least we have no notice of this.
The Vlora Airport concession affair needs to be investigated quickly, without political influence and with professionalism. What is at issue here is not only the destruction of the Albanian state by corruption. What is at issue is the violation of every contract with the European Union. Not only the procurement law and the Constitution have been violated, but also the Stabilization and Association Agreement with the European Union. This is an unprecedented regression!
PS Behgjet Pacolli's testimony also revealed the reasons for the urgent gift of the Fier hospital. No gift. Only corruption!
