The Authority for Information on the Documents of the former State Security 1944-1991, has reacted after the report of former President Ilir Meta to SPAK for falsification of the file where his name is mentioned as an associate of the State Security.

Through a post on social networks, the Files Authority considers Meta's accusations as unfounded, malicious towards the institution and insulting to the dignity of each of the members.

The Dossier Authority expresses its openness to cooperate with law enforcement bodies and invites the institutions to carry out the task. Also, the Files Authority emphasizes that it guarantees the authenticity and integrity of each document and adds that archival materials are made available, protecting personal data.

The Authority for Information on the Documents of the former State Security was recognized through the media, with the criminal complaint made against its members, on the decision-making of July 26, 2022 and following, the accusations that it finds unfounded and malicious towards the institution and insulting to the dignity of each of the members.

The authority is open to cooperate with law enforcement institutions and all interested parties, and invites the institutions to perform their duties on the materials administered by law, since its creation.

The authority guarantees the public for carrying out with integrity, professional responsibility and outside the political influence of its activity for the exercise of the right by anyone interested in information on the documents of the former State Security, through a democratic and transparent process, the protection of the personality of the individual , as well as the unity of national reconciliation.

Every activity of the Authority is based on legal and sub-legal acts, on collegial decision-making, accompanied by documented documentation, easily verifiable at any time.

Autoriteti administron dokumentacion arkivor në bazë të ligjit nr.45/2015 i ndryshuar, ligjit për arkivat dhe ligjit për informacionin e klasifikuar “sekret shtetëror”. Në të gjitha rastet, ndiqet procedura e mirëpërcaktuar e deklasifikimit – sipas VKM nr. 662/2017 “Për miratimin e rregullores për deklasifikimin dhe zhvlerësimin e informacionit të klasifikuar “sekret shtetëror”, – që dokumentohet imtësisht, hap pas hapi me shkresa përcjellëse, bibliografia e së cilës publikohet në faqen zyrtare të institucionit, në Fletoren Zyrtare dhe nga DSIK, institucioni i specializuar për sekretin shtetëror.

Autoriteti siguron qytetarët shqiptarë për standardin maksimal të sigurisë së dokumentacionit të administruar prej tij. Dokumentet e ish-Sigurimit të Shtetit trajtohen në zonat e sigurisë dhe vetëm nga personat e autorizuar sipas ligjit, ku respektohen të gjitha procedurat që kanë të bëjnë me protokollin e hyrje/daljeve në mjediset e arkivit; kontrollin e ambienteve ku ruhen dokumentet; dhënien për shfrytëzim të dokumenteve arkivore; regjistrimin në regjistrat përkatës duke evidentuar të dhënat e dokumenteve të shërbyera; punonjësin që i merr, si dhe kohën e marrjes dhe kthimit të dokumenteve, në zbatim të legjislacionit në fuqi për informacionin e klasifikuar dhe sigurinë fizike; sigurimin e kontrollit mbi hyrjen dhe daljen nga hapësirat zyrtare për qëllime sigurie, me kamera sigurie, të cilat monitorojnë çdo mjedis 24 orë, në shtatë ditë të javës.

The authority guarantees the authenticity and integrity of each document. Archival materials are made available, in accordance with amended law no. 45/2015, protecting personal data. The original version is kept in the archive of the Authority.

The authority is convinced of the value and public impact of the legal changes, presented and requested repeatedly to the Assembly of Albania, (in November 2018, February 2020, July 2022) for the repeal of Article 29, point 4 of Law no. 45/2015, amended, on the "Mezini"-"Bezhani" commissions and for intervention in the Electoral Code, for comprehensive engagement of political subjects, for the implementation of Article 30 of the law 45/2015, amended.
