Through a statement to the media, the Institute of Political Studies (ISP) announces that it has received numerous information from officials and employees of the public administration and other public sectors, who have been forced and feel under pressure from the superior structures to dismiss and used the "Aktiv1st" application, created and managed by the Socialist Party.

Employees are required to view, like and share political announcements related to the political activity of this party. According to the ISP, the use of an online application, owned by a party, to create a parallel monitoring and evaluation system constitutes a violation of the law, an abusive practice and a clear violation of civil liberties and rights.

The ISP asks the CEC, the People's Advocate, the Commission for the Protection of Personal Data, etc., to intervene to guarantee the constitutional principles and the taking of measures in accordance with the legislation in force. SPAK is also called upon to start investigations.

Albanian legislation prohibits the misuse of personal data of citizens for political purposes, obtaining data through conditioning and political pressure on employees and citizens to involve or expose them to political activities. Albania is a member country in the EC and NATO, so in 2021 it is in negotiations for EU membership, which means that it has international obligations, but also a new hierarchy of democratic standards, which it must respect and demonstrate.

ISP shpreh keqardhjen që institucionet dhe forcat politike përgjegjëse nuk kanë nxjerrë mësime me skandalin e “patronazhistëve” në zgjedhjet parlamentare të vitit 2021, dhe se një model i njëjtë online po instalohet si praktikë dhe sistem, duke u imponuar si normalitet në sjelljen politike të partive në raport me shtetin dhe qytetarët. Partitë dhe politikanët kanë përgjegjësi publike të dëshmojnë integritet dhe vlera morale, respekt të parimeve kushtetuese dhe të shtetit të së drejtës, ndryshe nga sa vijojnë të veprojnë, duke u shndërruar me arrogancë në promovuese, avokate dhe zbatuese të praktikave të tilla abuzive.

ISP apelon Komisionerin për të Drejtën e Informimit dhe Mbrojtjen e të Dhënave Personale, Autoritetin e Komunikimeve Elektronike dhe Postare, Komisionerin për Mbikëqyrjen e Shërbimit Civil, Avokatin e Popullit, KQZ, si dhe institucionet e tjera që veprojnë në fushën e të dhënave personale, komunikimeve elektronike, të drejtat e nëpunësve dhe të zgjedhjeve në RSH, të ndërhyjnë për të garantuar parimet kushtetuese dhe marrjen e masave në përputhje me legjislacionin në fuqi.

ISP gjithashtu apelon SPAK dhe Prokurorin e Përgjithshëm të ndërmarrin hetime lidhur me rastin, për të jetësuar me akte konkrete premtimin e tyre dhe të reformës “të gjithë të barabartë përpara drejtësisë” dhe “fund pandëshkueshmërisë”.
