ASHK reacts to the businessmen's conflict: In 2015 we sent Vasil
Vasil Bedinaj and Luan Muça

The Albanian coast is changing rapidly. The development of tourism and growing interest in Albania have brought a new wave of construction along the coastline. Hotels, resorts and large investments are stretching from south to north.

But where land gains value, interests also grow. And with them, conflicts. One of them erupted on September 3 in Vlora. A convoy of cars with tinted windows and armed men, led by businessman Luan Muça, arrived at the hotel owned by Vasil Bedinaj.

What started as a confrontation between two businessmen turned into a verbal and physical conflict within minutes, even to the use of weapons. The footage was made public. And the questions began immediately. Bedinaj accused Muça, claiming that he had imposed a fine of 5 million euros on him.

Muça categorically denied it. But behind the apparent clash, a much earlier conflict was hidden. A conflict over property. At its center is a strip of land in Palasa, which both sides claim as theirs and where each seeks to develop its own tourism project.

Muça claims that Bedinaj has encroached on his property. Bedinaj maintains a different position. And while the conflict between them ended in court, the property issue took another turn. The state intervened. Prime Minister Edi Rama made the decision to expropriate the land.

In an exclusive response to Top Story, the Cadastre has clarified the status of this property issue.

According to ASHK, it is stated that the Entity "Delta" sh.a., of Muça, in 2019, and further 2020, 2021, has filed legal documentation for several property titles acquired through sale and purchase contracts, the origin of which is related to decisions of former property restitution commissions, court decisions and AMTP.

Also, the permit obtained by the entity in question for the resort "Delta Falaise resort & village, zone 1" was registered in the special register of construction permits on 24.07.2024, and this is the only permit registered to date regarding the matter of your interest.

Regarding the other entity involved in the property claims conflict with the entity "Delta" sh.a., from the verification of data administered by ASHK, it results that for the area in question, no request has been submitted and no service has been issued for equipment with a certificate of ownership in the name of this entity.

But it turns out that a request was filed there and a certificate of ownership was issued in July 2024 in the name of another individual, for a property title, the origin of which derives from a decision of the former Property Restitution and Compensation Commission.

"For this title of ownership, within the framework of the administrative verifications carried out and for issues requiring assessment by the competent authorities, ASHK forwarded the relevant documentation to the Special Anti-Corruption Structure in 2025, given that there were reasonable suspicions of a possible forgery ," it is further explained.

"In response to your request, submitted in support of Law No. 119/2014 "On the Right to Information", the State Cadastre Agency clarifies the following:

Referring to the definition made in your request for the area "between Drimadhë and Palasa", we clarify that this space belongs to Cadastral Zone No. 1739, for which the initial registration process, in the Agreement between ASHK and the Municipality of Himara, is expected to be completed within 2027.

Regarding the documentation issued by ASHK in case of interest in property development, we clarify that, in cadastral areas where the initial registration has not yet been completed, the certificate of ownership/mortgage certificate is proof that the entity has deposited with ASHK the legal documents it has for the title of ownership.

In accordance with Article 19 of Law 111/2018 "On Cadastre", point 24 of Council of Ministers No. 782/2020, as amended, these certificates are valid for use by the owner and public authorities until the completion of the initial registration process.

We also clarify that initial registration is the process through which ownership titles are reviewed and recorded and, for titles that meet the legal requirements for registration, the relevant data is reflected in the property card and on the cadastral map of the area.

From the administered data it results that:

The entity “Delta” sh.a. in 2019, and further 2020, 2021 has filed legal documentation for several property titles acquired through sale and purchase contracts, the origin of which is related to decisions of former property restitution commissions, court decisions and AMTP. Also, the permit obtained by the entity in question for the resort “Delta Falaise resort & village, zone 1” was registered in the special register of construction permits on 24.07.2024, and this is the only permit registered to date regarding the matter of your interest.

Regarding the other entity involved in the conflict of property claims with the entity “Delta” sh.a., from the verification of the data administered by ASHK, it results that for the area in question, no request was submitted and no service was issued for the provision of a certificate of ownership in the name of this entity. However, it results in the meantime that a request was submitted and a certificate of ownership was issued in July 2024 in the name of another individual, for a title of ownership, the origin of which derives from a decision of the former Commission for the Restitution and Compensation of Property. For this title of ownership, within the framework of the administrative verifications carried out and for issues requiring assessment by the competent authorities, ASHK forwarded the relevant documentation to the Special Anti-Corruption Structure in 2025, given that there were reasonable suspicions of a possible forgery.

"With regard to the request for making available copies of original ownership documents or archival documentation of private entities, ASHK is obliged to respect the provisions of Law No. 124/2024 "On the Protection of Personal Data", as well as the provisions of Law No. 111/2018 "On the Cadastre", which prohibit individual documentation on a property from being made available to anyone other than the owners/holders of property rights or persons who prove that they have a legitimate interest in the relevant property," says the response to ASHK's Top Story./ TCH
