Jonaid Myzyri

A veritable flood of complaints about the Centralized Purchasing Operator's tenders has flooded the doors of the Public Procurement Commission, completely freezing the functioning of public institutions. Kapitali analyzed the complaints to the Public Procurement Commission for the last 20 days alone. From September 15 to October 5, 2026, over 30 unique procurement procedures developed by the Centralized Purchasing Operator have been completed at the Public Procurement Commission. The total net value of this blockage reaches the staggering figure of over 50 million euros.

This intense and systematic blockade is no coincidence. It began to become a regular pattern as soon as Jonaid Myzyri was appointed head of the OBP. The latter was investigated for several months by SPAK for violating equality in tenders and abuse of office.

Official documents show that for almost all OBP tenders, businesses denounce that they are drafted with specifications that are openly "rigged" to favor certain brands, which has forced dozens of companies to launch an unprecedented legal offensive.

Healthcare in total collapse
The sector most affected by this OBP management crisis is public healthcare, where both the physical foundations of hospitals and their medical equipment are being blocked simultaneously.

The barrage of complaints began with the freezing of the tender for the reconstruction of the central building of the Mati Hospital, worth over 339 million lek, while after it, the massive project for the construction of the new multifunctional building of the Korça Regional Hospital, costing over 1.1 billion lek, was also blocked.

The paralysis quickly extended to technological supplies, where the 278 million lek framework agreement for basic equipment such as autoclaves and gastro-colonoscopes was hit by complaints from operators Medfau, Montal, BNT Electronics and Unicare Albania.

These companies denounce that OBP has copied the parameters of a single Chinese model to artificially disqualify the world's leading manufacturers.

At the same time, over 592 million lek of anesthesia and laparoscopy equipment for the Trauma Hospital (SUT) have been frozen in the KPP, as well as the 313 million lek tender for the accelerator and angiograph dedicated to neurosurgery at QSUNT.

This administrative deadlock is capillary and has paralyzed every other vital cell of the Albanian state, not limited to hospitals. In the field of education, within this 20-day period, the national tender of more than 322 million lek for the purchase of furniture equipment for primary and secondary schools has been completely frozen, after the Klame company's denunciations of rigid criteria.

National security and defense are also being held hostage, as funds for the maintenance of Fier Police vehicles worth 26.2 million lek and the project for the construction of the breakwater at the Pashaliman naval military base worth 22.7 million lek have been blocked.

Moreover, this spirit of blockage has also affected the digital sectors through the AMAIS biometric identification systems in Mullet worth 223 million lek, the digitalization of diplomatic archives, and even agriculture where field tenders for the "Olive Cadastre" project in Vlora and Fier have ended in the Public Procurement Commission due to unfounded disqualifications of economic operators.

Incompetent or...

This unprecedented stalemate proves that the Centralized Purchasing Operator is blatantly violating the Public Procurement Law, which stipulates that specifications should promote free and equal competition. By refusing to draft standard criteria, the new management under Jonaid Myzyri has turned the CPO into an overloaded station for every public investment initiative.

The price of this total paralysis is being paid today by citizens who face long waiting lists in hospitals without equipment, students in schools with missing desks, police with vehicles that are half-repaired, and the country's economy itself, which sees billions of lek blocked in administrative accounts while projects on the ground have frozen.

But the big question is what is the reason. The incompetence of the Centralized Purchasing Operator or the perverse corruption schemes in public tenders!

OBP is the institution, at least formally, best prepared for the development of tenders in Albania. The fact that all OBP tenders are being blocked by accusations of rigging criteria, tilts the answer to the dilemma more towards the latter./ kapitali.al
