The President of Serbia, Aleksandar Vučić, said that in the talks with the Prime Minister of Kosovo, Albin Kurti, on the license plate issue, "absolutely no agreement was reached".

However, he added, the Serbian side will respect the "advice and requests" of the European chief diplomat, Josep Borrell, who mediated the talks.

"He has asked that they [Kosovar officials] not issue fines, and that we not issue new KM license plates - which we have said is fine. We will respect that. We will see what they want for the other side to do," said Vucic.

"I don't think any tragedy has happened, but, of course, it will not be an easy period", he said and added that Serbia "will stand by the Serbian people" in Kosovo.

While Vucic was seen leaving the meeting, it is learned that Kurti is continuing talks with European officials.

Mediated by the EU's top diplomat, Borrell, the leaders of Kosovo and Serbia met on Monday to discuss vehicle license plates in Kosovo - an issue that has raised tensions between the two countries.

On November 1, the Government of Kosovo started the implementation of its plan for the re-registration of cars with illegal Serbian license plates to RKS, or Republic of Kosovo, license plates.

Serbia, which has been issuing illegal license plates to Kosovo Serbs since the post-war 1999, opposes this plan, insisting on license plates neutral to Kosovo's status.

As a result of the raised tensions, the Serbs of the north of Kosovo - where cars with illegal license plates mainly circulate - have resigned from the institutions of Kosovo.

Speaking to reporters in Brussels, Vucic said that "the Serbian side has been constructive" in the talks.

Borrell initially held separate meetings with Prime Minister Kurti and President Vucic.

Borrell said last night that he called this "emergency meeting" because of the need to escalate the situation.

"... let's end the ongoing crisis management and instead start moving towards normalizing relations," he tweeted.

Today's meeting in Brussels was called a day before the start of the implementation of the second phase of the Government's plan, namely the imposition of fines of 150 euros for drivers with illegal license plates. The Serbs in the north of Kosovo, where they constitute the majority, have warned that they will oppose the imposition of fines, just as they have opposed the entire Government's decision on license plates./REL
