Peter Stano for "Top News": Kurti and Vucic accepted the new proposal
EU spokesman Peter Stano

The spokesperson of the European Union, Peter Stano, in an interview for "Top News" television, stated that the leaders of Kosovo and Serbia, Albin Kurti and Aleksandar Vučič agreed "in principle" on the implementation of the new proposal of the European Union for Association and normalization of relationships.

However, Stano says that both Kurti and Vucic had preconditions, which are unacceptable for the European Union.

Stano adds that the documents of the agreement have not been distributed and until today they have not been made public, as it is not EU practice for such a thing to happen.

"In an informal meeting aimed at advancing the implementation of the Agreement on the Road to Normalization on the sidelines of the European Council on October 26, HRVP and European leaders met with President Vucic and Prime Minister Kurti.

They presented a new balanced European proposal for the establishment of the Association of Municipalities and insisted that the parties start implementing it. This would advance the normalization process and mitigate the risk of escalation and new violence.

In the meeting, the parties signaled their readiness - in principle - to accept this European proposal, but both had preconditions that were unacceptable to the other side.

We expect this readiness to lead to implementation without further delay. Prerequisites are not acceptable.

Also, formalities should not hinder implementation. Both parties will be evaluated on their individual implementation performance.

We expect the parties to seriously and sincerely engage in the advancement of normalization through the implementation of the proposal and all other provisions of the Agreement on the Normalization Path. This can only be done in the framework of the Dialogue facilitated by the EU, led by the High Representative.

The EU proposal has not been made public as diplomatic efforts are ongoing and we never release official documents that are being discussed, as is normal practice in international mediation. It is also our longstanding policy not to comment on alleged leaks or media reports that claim to have seen or published the document," Stano told "Top News."
