Britain and France will send a military delegation to Ukraine to work with Kiev's armed forces to help them plan future steps, Emmanuel Macron announced in statements he made after the end of the Ukraine Summit.

After discussions with British counterpart Keir Starmer, the French president stressed that they both "will instruct defense chiefs to ensure that a Franco-British team is sent to Ukraine in the coming days to work closely with Ukrainian partners."

They will focus on preparing the "form of the Ukrainian armed forces" for the future, added Macron, who spoke of the "security force".

This is a very different term from the “peacekeeping” force that has been discussed so far, suggesting that this security force is still in the planning stages, but will not be a peacekeeping force.

The French president added that several countries will contribute to this force, which will not be placed on the line of contact, but will be located in "strategic areas".

"We will have discussions among our military leaders to determine the locations, the number of forces that will be deployed to make it credible and the capabilities that it will have ," he says.

"Nothing is excluded, naval forces, land forces and air forces... this security force should not replace the peacekeeping forces on the contact line or the strong and powerful Ukrainian army."

Macron also noted that at today's meeting they "unanimously agreed" that "now is not the time to lift sanctions against Russia."

“There can be no lifting of sanctions before peace is established ,” he added, also emphasizing that the “coalition of the willing” aims to “maintain economic pressure on the [Russian] shadow fleet and some of its industrial capabilities, and we will remain mobilized on this issue.”

The French president also said it was decided to instruct the coalition's foreign ministers to present proposals within three weeks on how the ceasefire could be monitored.

Asked about the use of frozen Russian assets, Emmanuel Macron said that Ukrainians have no right to use them.
However, they could be used for future reconstruction as part of a peace agreement.

“The question will arise over time… whether these assets should be placed in a fund to resolve the great disaster that Russia caused in Ukraine,” the French president said.
