The Secretary General of NATO, Jens Stoltenberg, has expressed his disappointment at the failure to reach an agreement between Kosovo and Serbia on the license plate issue, and has said that the mission of the North Atlantic Alliance in Kosovo, KFOR, continues to be vigilant.

"Now is the time for responsibility and pragmatic solutions. Escalation must be avoided", said Stoltenberg through a post on Twitter, after the conversation he had with the chief diplomat of the European Union, Josep Borell.

His statement comes as the prime minister of Kosovo, Albin Kurti, and the Serbian president, Aleksandër Vucic, have not reached an agreement on the issue of license plates, in an emergency meeting called by the European Union in Brussels. The United States has asked Kosovo to postpone the implementation of the decision on illegal Serbian license plates for 10 months.

But the Government of Kosovo started implementing the decision on November 1.

Prime Minister Kurti said that the European Union's proposal on the issue of illegal Serbian license plates was unacceptable and that the mediators of the European Union "have given up" on their proposal for the normalization of relations between Kosovo and Serbia.

According to him, the EU's proposal, that Kosovo should not start imposing fines, and that Serbia should not issue new license plates for Kosovo Serbs, is unacceptable "if it is not accompanied by the agreement that we urgently commit to a final agreement for the normalization of relations".

The chief diplomat of the European Union, Josep Borrell, put the responsibility especially on the Kosovar side for not reaching the agreement.

"After many hours of discussions, the two sides did not agree on a solution today," Borrell said, adding that such a thing leaves "a very dangerous security vacuum in an already fragile situation."

"For the sake of transparency, we put forward a proposal that could avoid this dangerous situation. President Vucic accepted it, but unfortunately Prime Minister Kurti did not," Borrell told reporters.

Serbian President Aleksandar Vucic said after the meeting that the Serbian side will respect the "advice and requests" of the European diplomat, Borrell, who mediated the talks.

Serbia - which has been issuing illegal license plates to Kosovo Serbs since the post-war 1999, opposes this plan - insisting on license plates neutral to Kosovo's status.

As a result of the raised tensions, the Serbs of the north of Kosovo - where cars with illegal license plates mainly circulate - have resigned from the institutions of Kosovo.
