Letter written on May 23, 2018 by SPAK penitent, Luftar Reçi sentenced to 25 years in prison for the murder of Maksim Lala and the burning of his body, a murder that he claims was ordered by Ymer Lala. Luftar Reçi, who has confessed to the sensational murders of 2005, sends the letter to 34-year-old Erjon Llapushi, a well-known figure in the criminal world, who in October 2021 killed for banal reasons the chief waiter of a restaurant in Elbasan, Gazment Kurmakun, for booking a table. Erjon Llapushi and Luftar Reçi have spent a certain period of time together in prison, creating friendships. In the 10-page letter, Luftar Reçi writes to Erjon Llapushi, who today is one of the most wanted people by the police, that he knows so many unsolved crimes that if he were to tell them, a prison should be opened in Albania. ri. Luftar Reçi talks in the letter about the connections with Agron Kulicaj, the former most trusted bodyguard of Sali Berisha and then Deputy General Director of the State Police from 2005 to 2013. Kulicaj had in superior letters first Bajram Ibraj, then Ahmet Premçi, while in the end Hysni Burgaj, but in reality he was the head of the three.

The US Embassy in Tirana, in a cable sent to DASH on November 25, 2009, writes that Agron Kulicaj is corrupt and linked to crime. Ndërkaq, në letrën e tij, Luftar Reçi, nënkupton se Erjon Llapushi është pjesë e grupit të Çapjave në Elbasan, madje i sugjeron Llapushit që të informojë Çapjat për goditjen që po përgatitet ndaj tyre. Sipas tij, Çapjat janë në rrezik pasi janë pa pushtet, për shkak se janë të PD-së. Duke rrëfyer për krime të ndryshime, Luftar Reçi, në një farë mënyrë edhe e shantazh Erjon Llapushin, pasi shkruan për një letër anonime që i kanë dërguar, në të cilën flitet për vrasje ku ka marrë pjesë edhe Llapushi shkruan shqiptarja.

Lufta Reçi, i dënuar me 25 vite burgim për vrasjen e Maksim Lalës, ka rrëfyer në datat 21 tetor, 31 tetor dhe 26 nëntor 2020 para SPAK, të gjithë veprimtarinë kriminale që pretendon se ka pasur me Lulzim Berishën dhe anëtarët e tjerë të bandës së tij, me qëllim për të zbutur dënimin e tij.

Me rrëfimet e tij Reçi ka implikuar: Viktor Bajraktari (Imeraj), Emiljano Shullazi, Indrit Taullai, Lulzim Berisha, Plarent Dervishaj, Indrit Rusi dhe veten e tij, në vrasjen e Klodjan Saliut, Vajdin Lamajt dhe mikut të tij Artan Arsi. Pas këtyre rrëfimeve, SPAK ka marrë masa duke arrestuar dhe shpallur në kërkim të implikuarit.

Nga ana tjetër, Shullazi vuri në lëvizje Elton Goskovën, i njohur si Reqi i Korçës, bashkë me Ervis Kosovën, të cilët kanë tentuar të korruptonin familjarët e Luftar Reçit, me qëllim për të ndryshuar dëshminë për vrasjet. Vetë Reçit i janë ofruar 260 mijë euro për të ndryshuar dëshminë.

In addition to offers and threats against Luftar Reçi's family members, in order to force the latter to testify, the people involved in the sensational killings have started implementing a plan B. The plan envisaged the physical elimination of Luftar Reçi in Drenova prison, with side of food poisoning. Both plans were thwarted and hit by the SPAK.
