The specialized prosecutor, Alex Whiting, has started his statement. He said that the four accused were founders of the KLA and the General Staff.

According to him, during the time covered by the indictment, they "supported and implemented a policy that targeted people who were seen as collaborators, collaborators with Serbia", but also people who were seen as opposing the KLA or supporting the Democratic League of Kosovo.

"Most of the victims were Kosovar Albanians, just like them," Whiting emphasized.

"This policy promoted by the accused aimed at the imprisonment, ill-treatment, sometimes death of the detainees", he added.
