In the closed meeting, held on Thursday at the Council of the European Union, Radio Free Europe learns that it has been proposed that the visa liberalization process for Kosovo be linked to the operationalization of the security system in Europe, ETIAS.

This proposal is believed to have been made by French officials, and has been supported by at least four other countries: Sweden, Belgium, the Netherlands and Spain. ETIAS is the European travel authorization and information system.

Following growing concerns about terrorism and the migrant crisis, European officials have long called for better management of people entering the EU's borders.

Through this travel authorization system, the necessary information will be collected and updated to prove that a person does not pose a security threat.

This system is completely electronic, which enables obtaining information for residents of countries that do not need visas to enter the Schengen Area. The legal procedure to approve the ETIAS system started in 2016, and the system is expected to be fully operational by 2023 - with no exact date.

The European Commission has recommended the liberalization of visas for Kosovo in 2018. On October 12 of this year, this Commission confirmed in the annual Progress Report that it supports the recommendation made for the removal of visas for Kosovo and the finding that the state has met all the criteria. REL reports.

The ETIAS system is expected to enter into force also for the countries of the Western Balkans, which have liberalized visas. The EU announced the launch of the ETIAS system from May 2023, which means that a payment of around 7 euros will be required to enter Europe. ETIAS is not the same as a visa, it is faster, done online and does not require biometric information, but it is a procedure that has a cost. This scheme is similar to that of the United States of America, ESTA.

What is ETIAS?

ETIAS will subject each applicant to a detailed security check to determine whether they can be allowed to enter any Schengen Area country. While citizens of countries that do not require a visa for the purpose of traveling to the EU for up to 90 days do not need to go through a lengthy visa application process, ETIAS will ensure that these people do not pose a security threat. This travel authorization system will collect, monitor and update the necessary information about visitors to determine whether it is safe for them to enter the Schengen countries.

ETIAS, in addition to being used for business and tourism purposes, will allow people to visit Schengen countries for medical and transit reasons. It will also be mandatory for all Schengen visa-free countries.
