The US special envoy for the Western Balkans, Gabriel Escobar, wants Pristina to quickly come up with a proposal to form a Serbian association of municipalities.
According to him, Belgrade, on the other hand, should signal that violence will not be accepted.
In an interview given to the German newspaper DiePress, Escobar says that the mediation is not about Kurti or Vucic per se, but about peace and balance between the countries.

Die Presse: The dispute over the appointment of Albanian mayors in northern Kosovo has led to serious clashes with Serbian demonstrators - and tensions between Serbia and Kosovo. What should be done to reduce tensions?
Gabriel Escobar: We must break the cycle of violence. The government of Kosovo should not force Albanian mayors in the north to go through municipal offices, which are so symbolic for Serbs. However, the administrative work must continue. Serbia's leadership, on the other hand, must send a clear message: Violence will not be tolerated - not against the KFOR peacekeeping force and not against the police. And then we need to find a way to build greater trust – even if that means a new mayoral election.
Serbia requests the establishment of a Serbian association of municipalities in Kosovo. Kosovo rejects this out of concern that it could lead to a new Serbian republic, which would then block the state as in Bosnia and Herzegovina.
This will not be a new Serbian republic like Bosnia and Herzegovina. The establishment of the Serbian Association of Municipalities in Kosovo is an international commitment, legally binding. They are mentioned in the Brussels Agreement, the European Council Conclusions and the Ohrid Agreement. And there is also a US commitment to this. So, the Serbian Association of Municipalities should come. The question is: what will it look like? If Kosovo does not want a new Serb Republic like Bosnia, it should give us an idea of what it wants. They told us what they don't want. Now they have to tell us what they want. We are waiting for this. Kosovo should immediately move here and give us a draft agreement. Due to the Ohrid Agreement (note:
But it seems that the prime minister of Kosovo, Albin Kurti, does not like this Serbian association of municipalities in principle.
It's not up to him. This is not a matter between Kurt and Serbia. This is an issue between the Republic of Kosovo and the Republic of Serbia. Even if Kurti doesn't want to, this community association will come. The question is: does Kosovo want to wait for Euro-Atlantic integration until its prime minister fulfills his legal obligations?
The US has imposed sanctions on Kosovo: it is not allowed to participate in NATO's exercise Defender Europe 2023. And the US no longer wants to support the country diplomatically at the moment. Are measures also planned for Serbia?
There is a big difference in our relations with Serbia and Kosovo. Traditionally, Kosovo has close ties to the United States – and we want them too. We say to Kosovo: the association of municipalities is not a concession to Serbia. It is about the way Kosovo treats its Serb ethnic group. In our opinion, the unwillingness of Pristina to move here shows the lack of will to seek reconciliation in our country. Our message to Kosovo and Serbia is: As long as both sides fail to implement important commitments from the normalization agreement, it is not time for business as usual.
You said that it is about the way Kosovo treats its minorities. But if you look at the photos of the Serb attacks on the KFOR defense force in northern Kosovo, it's clear that the men who attacked here weren't just angry citizens. All this could have been planned by Belgrade.
Right, that could be it. And if this is confirmed, we would have a very difficult discussion with Serbia. If not, we still need signals from Serbia that violence is unacceptable. In the north of Kosovo, there has been severe violence against the soldiers of the KFOR peacekeeping force. This should have consequences for the people who are responsible for it.
A është vjetëruar funksioni i tij?
Absolutely not. He is the arbiter for the implementation of the Dayton Agreement. We support him and his mandate. I don't think his influence has diminished. But we tried to find a transition to make Bosnia and Herzegovina rely more on its own institutions. It's a balancing act.
