The Albanian Helsinki Committee demands an immediate investigation into the allegations of violence against protesters, especially minors, as well as respect for the rights of detained persons.

Following the protests of recent days in Tirana, the Albanian Helsinki Committee (AHC) has expressed serious concern about allegations of violence by State Police officers against protesters, especially minors.

In a statement, AHC also raises concerns about the conditions of detention of detained persons, respect for procedural rights, and acts of violence, arson, and damage to public institutions during the protests.

According to the monitoring conducted on October 16, 2026 in the security facilities at the Tirana Local Police Directorate, the organization found overcrowding and inadequate conditions, where three to four people, mainly minors, were held in rooms designed for one person.

AHC reports that some of the detained individuals have claimed to have been raped during arrest and after being escorted to police premises. According to the statement, the organization's monitor has found visible physical injuries in several cases, while one minor was sent to the Trauma Hospital for the second time during the monitoring.

The organization demands that the allegations be investigated independently and effectively, including the possible responsibilities of police leaders and the chain of command.

AHC also highlights allegations of difficulties in communicating with family members and lawyers, lack of proper health care, and questions of minors without the presence of a psychologist.

The Albanian Helsinki Committee emphasizes that the right to peaceful assembly is a fundamental right and that any intervention by the authorities must respect the principles of legality, necessity and proportionality.

AHC calls on the Prosecution Office and the Police Supervision Agency to investigate allegations of violence, while asking the State Police and the Ministry of Interior to improve detention conditions and guarantee respect for the rights of arrested persons.

At the same time, the organization calls on protesters to avoid acts of violence and damage to public and private property, underlining that violent actions by individuals do not justify the unlawful or disproportionate use of force against other participants.

AHC announces that it will continue monitoring the situation and the institutional response, demanding transparency and accountability for any possible violations.
