With the new SP map in the spring of 2027, 46 municipalities will go to mayoral elections, while 77 cities will have a deputy mayor appointed, but will not have councils.

In order not to remain unrepresented, the majority believes that they should be represented by members in the larger municipal council. For this, changes should be made to the law and the Electoral Code.

A2 has the document of the initiator of the territorial reform, Arbjan Mazniku, addressed to the Electoral Reform Commission, on how to guarantee the representation of communities and constituent territories in the municipal council.

The socialist proposes the model of double proportionality, political, according to the vote received by an electoral subject, and territorial, according to the weight of the population of each constituent territory.

Mazniku explains the proposed model with an example in a council with 51 mandates and three constituent territories of a municipality X. According to the number of population, he also divides how many mandates belong to each territory.

He further argues through an illustration how the 51 councilor mandates were distributed to political parties.

Double distribution is the model that distributes mandates between territories, respecting the total mandates of each territory and the total mandates of each entity. If party A in this municipality with 51 mandates has won 28 councilors, 20 will belong to the largest unit, 5 to the second and 3 to the smallest unit.

Another question that remains is how citizens will vote. Mazniku proposes to the Electoral Reform Commission that councilors be elected by preferential vote, i.e. with open lists.

In this way, the voter chooses the preferred candidate of that entity for the respective territory. The vote determines who wins the mandates assigned to the entity in the respective territory.

This document tasks the Electoral Reform Commission with determining what will be called a territory, city, former municipality, administrative unit or another category defined in law.
