With a difference of 1.3 million euros from the lowest bid, Petrit Patushi and Arbër Abazi will reconstruct the Burn-Plastics ward at the Mother Teresa University Hospital Center.

Their firms Agri and Alko won the competition with 11 other companies. VoxNews' research into the tender documents shows that out of the 12 firms in the competition, 10 were disqualified, despite many of them having won similar tenders.

But what is striking is the huge difference between the lowest bid and the winning bid, where for 130 million lek you could build a hospital from scratch. But in this country of ours, the spending of institutions is uncritical, and they don't even care about stealing from hospitals.

On April 1, 2025, the winner of the tender for the reconstruction of Djegie – Plastikë was announced. This is not a lie, but data based on the tender documents.

The winner was a consortium of operators, the firm "AGRI CONSTRUCTION" with owner Petrit Patushin, which will have 72% of the value of the works, and the firm "ALKO IMPEX CONSTRUCTION", with owner Arbër Abazi, which will carry out 27.74% of the works.

The object of the tender is "reconstruction of the Djegies - Plastika building in QSUNT" with a deadline of 16 months according to the works schedule. These companies offered 487 million lek, while the lowest offer was that of "INERTI" with a value of 359 million lek.

A very large difference, but in this case "operation scissors" was introduced, removing the lowest bids. The documents that VoxNews researched show that 10 companies were disqualified, one for the required materials, some for workers' licenses or even for not having auxiliary work facilities.

The company that offered the lowest, "INERTI", was disqualified because some workers were also on papers at another construction site. Another reason was because some materials, such as UPS, were not authorized by the manufacturers.

The accompanying documents state that the building functions as a hospital building under the name "Burn-Plastic Hospital". As a building, it belongs to the stock of buildings built between 1984-1985. "From a functional and structural point of view, the building in its current state is divided into three independent units, namely the 'Reanimation' unit, the 'Operational Block' and the 'Operational Block'," the documents state.

The documents state that the building was visually examined for any visible signs of damage such as partial collapse, cracks in the facade, cracks in the walls, damaged structural elements, or ground problems. Attention was also paid to the connections of structural elements, areas of floor or slab support, and possible displacements of vertical elements.
