In the farthest reaches of southeastern Albania, where the dawn comes first in our country, the two Agim Kolats are getting millions of euros for a road just 35 kilometers long, connecting Korça to Erseka. Started years ago, the total cost has reached 80 million euros, while millions more are already being spent on its maintenance.
The Albanian Road Authority, as the legal owner of this road, has approved several additional funds, even for the collapse that occurred on February 17, 2024, near Qafë e Qarrit. The winning firm of all the lots, the one that received over 80 million euros for the construction, has also benefited from the additional funds in 2024, with a value of 4.3 million euros.
Currently, the owner of the ANK company, which won all the tenders for the construction of the Korça - Ersekë segment, is Agim Kola, the brother of former SP MP Ndue Kola. With sudden decisions of the Authority, despite the directors being changed, he has received all the pennies allocated by the government for the 35-kilometer segment.
The first lot was done years ago and cost 15 million euros. The second lot, 17 km long, was done at a cost of about 50 million euros. The contract was then modified and a value of 5 million euros was added. Meanwhile, the total estimated cost was about 80 million euros.
The tender for the construction of this road, the second lot from Qafa e Qarri towards Erseka, was finalized in 2022, the winning firm had a time of 24 months to complete these works, from the remaining part of the Korça - Erseka road, to the final part, near the city of Erseka. The construction of this lot should have been completed in March 2024. But the collapse and other problems caused the delay.

On February 17, 2024, near Qafë e Qarrit, a section of the road collapsed. Law enforcement institutions launched an investigation, but so far a number of officials have been questioned and no decision has been made.
But, the ARA increased the fund at this time, giving the ANK firm an additional 432 million lek. With this money, part of the collapse was repaired, while currently the vehicles are being transported to this segment, repaired.
Meanwhile, even after the repair, the road has suffered deformations and cracks. VoxNews has secured some photos and videos, near Qafë e Qarrit, where the cracks of the entire segment are visible. A frightening situation, both for passers-by and for the institutions, which must prevent any tragedy.
These videos show cracked retaining walls and even asphalt in many places near the same place that collapsed. But what is the Albanian Road Authority doing to fix this situation?!
According to documents available to VoxNews, the Albanian Road Authority finalized another tender for this segment a few days ago. The authority writes that it is about the segment "performance maintenance Korça - Ersekë, new road and the branch of Qafa e Qarrit - Ersekë, old road". It is learned that the limit fund of this framework agreement with a 4-year term is 192 million lekë, or about 2 million euros.
So, after spending a full 80 million euros on construction, the cost increases with maintenance!
But who will maintain this segment? Ironically, the owner of the winning firm of the RSM maintenance tender is called Agim Kola. The same name as the builder, but we are talking about two different people.
If the first Dawn took 80 million euros to build, the second Dawn started with a cost of 2 million euros, but it must be careful of these cracks, which could cause a tragedy.
