The abuses in this small country of ours are endless, as every day state officials only benefit from disasters, fanatically protecting their causes. The next case comes from the director of the Albanian Road Authority, Ami Kozeli, who with these actions seems to have the same fate as his predecessors, Gentian Gjyli and Evis Berberi, the first is being investigated and tried with the security measure of house arrest and the second with the measure of prison arrest.
Even before the criminal investigation into the causes of the isolation of southeastern Albania due to the landslide in Librazhd has been completed, Ami Kozeli has opened a huge tender, just to stabilize those landslides. A bill of 21 million euros will be used by the ARRSH for that segment, while it is not known whether law enforcement or control bodies are responsible for those landslides or not.
In fact, one firm designed the construction of the new road, another built it, and Ami Kozeli himself checked the papers. This bill should be paid by the design firm of the axis, the one that is building it, or even those who supervised it, or the officials who are just warming their chairs and signing what their superiors serve them. But, the scandal deepens further because all the institutions have turned a blind eye and are trying to remove responsibility from themselves, by opening the next tender, which only burdens the budget and digs deep into the taxes of poor Albanians.
Instead of having people accused, having them stand trial, or having their assets seized, the ARA is putting a lid on one of the biggest scandals in recent times, as the landslide not only isolated an entire province, weighed down their pockets, but now continues to "eat" the taxes of those residents.
It seems that Ami Kozeli is trying to cover up this scandal, by quickly opening the tender for the stabilization of those landslides. In fact, the value of the tender is also the damage that Kozeli himself, or others, have abused their duty. If Kozeli, Gjyli or Berberi, had designed, built, supervised the procedure properly, then the state budget would not have been forced to spend this amount for these landslides. Kozeli's words that "the ground is saturated with water", or other officials that "the rain, nature is to blame", are being implemented, since even the Elbasan Prosecutor's Office has not yet concluded whether or not there was a culprit.
The culprit is known, the papers are there and it is enough to open, analyze or cross-reference them, and the culprits come to light. Even more so now, since the same culprits are trying to cover up what is not said with the next tender. According to documents available to Vox News, ARRSH has a tender ready with the object of "stabilization of the landslide on the Librazhd - Qafë Thanë axis, (Dragostunjë)". The limit fund is a full 2,041,666,670 lekë, or over 21 million euros. We are talking about road works, along the entire length of the landslides.
A few weeks ago, Vox News published an investigation that Agim Kola, who caused the collapse in Librazhd, won the landslide tender. “The tender opened urgently by the Albanian Road Authority for the landslide situation in Librazhd was won by the same company that caused the blockage of an entire province for several days. The ANK company, owned by Agim Kola, is building the new road, while the works caused the collapse. And, ironically, Agim has again made money from the whole situation,” our editorial team would write.
Documents that Vox News researched at the time show that the entire process seems to have been predetermined, as the new leaders of the Albanian Road Authority, now led by Ami Kozeli, negotiated with Kola's firm to dump several trucks with inert materials at the site of the collapse. But isn't this company under investigation for these collapses? Is there an open proceeding by the Elbasan Prosecutor's Office for the entire situation?
One of the companies that is being investigated or should be investigated is undoubtedly AN K, which won the big tender, while neither the design firm nor the ARRSH leaders themselves are left behind. Everyone is responsible for the situation created, where thousands of residents were stranded for several days and had to travel hundreds of kilometers more to travel to Tirana or other cities. But if there has been no economic damage until then, isn't the emergency repair tender a damage to the state coffers?
Kola won the tender for “emergency, preventive measures against landslides in the area called 'Bicycle League', Dragostunjë”, with a limit fund of 93,702,755 lekë, excluding VAT. The duration of the contract for its implementation is 2 months and 14 days.
Vox News has been following the tenders for this section, while publishing an investigation into the causes of the collapse of the road in Dragostunjë. At the end of 2023, after the design had been done with the relevant reports, the Albanian Road Authority, which at the time was headed by Evis Berberi, currently arrested for other abuses, both in ARRSH or KESH, announced the winning firm that would build the fourth lot of that segment.
The winner was the company "ANK", which won the tender worth 2.5 billion lek, or over 25 million euros at today's exchange rate. The duration of the works is 24 months, while the contract was signed in 2024. Currently, the owner of the ANK company, which also won all the tenders for the construction of the Korça - Ersekë segment, is Agim Kola, brother of former SP MP Ndue Kola.
It seems that the next procedure, recently opened with a value of 21 million euros, is destined to go to Agim Kola. It is not excluded that the winner will also be the 2T firm, which is quite active in that area.
