The Special Prosecution Office has hit several "sharks" in the AKSHI file, while several "piranhas" are also under investigation, while "scoundrels" have also been questioned. So far, a scheme has been discovered in which public money was diverted to several hands, without any work being done, where it ended up in private bank accounts or for the purchase of real estate.
SPAK has in recent days finalized the seizure of a staggering amount of wealth for members of the AKSHI file, which also includes the assets of the "victim" Daniel Shima, former deputy director, who, in collaboration with others, created and laundered the money.
Vox News has analyzed numerous documents, decisions or tender procedures, which show that behind a company that has earned tens of millions of euros, there is an individual, a businessman, who has so far appeared in several passages, but not directly. This is Laert Kasaj, who in the first SPAK documents turns out to be the owner of the company "Ratech" through family members.
Meanwhile, Vox News has recently learned that Laert Kasaj is again behind the company "Albascan", which has won tens of millions of euros from AKSHI. In this company, there is a former Kasaj, named Elison Jorgjis, who on paper is listed as the owner of 50% of this company, while the other 50% of the company is owned by his relative.
Vox News has learned that, on January 8, 2026, citizen Migena Schroeder, owner of the company "AESS", was questioned, who stated that in 2022, she was contacted by the former deputy director of AKSHI, Daniel Shima, to meet with her. He asked Migena to become part of a project, called 'Smart lab', that would be installed in schools.
Before the tender was made, without opening the envelopes or anything else, Danieli told him that the project would be carried out by the company “Albascan” and that Migena should meet with the company’s representative, Elison Jorgji. The reason was that this company had the exclusivity of some equipment, while Danieli wanted AKSHI to create a good image, using American companies.
The tender shows the collaboration between Albascan and Migena's firm, and even the transfer of money from one firm to another. Bribe payments, investigated by SPAK, shed light on the horrific abuse of officials or businessmen behind it.
She has met Karçanaj, Beqiri or even Jorgji, while on one occasion they told her that "you have entered a shark pool."
Vox News has analyzed the decision of the Special Court, which details that SPAK has seized the accounts of the citizen under investigation, Gëzim Hoxha, in the amount of 123 million lek. Assets worth 410 million lek of the Fastech entity, owned by Andis Papa, have been seized.
The file states that, in the case of the person under investigation, Elision Jorgji, an amount of 100 million lek, or about 1 million euros, belonging to the Albascan company, has been seized. "These respective amounts will be blocked, as they constitute the proceeds of the criminal offense of active corruption," the file states.
Meanwhile, surprisingly, Laert Kasaj's name has not yet appeared in court decisions, while a decision by the Special Prosecution Office regarding this name is not ruled out. Vox News has information that SPAK will make a decision very soon, while so far it has been officially announced that his property is under investigation and an amount of 1 million euros has been seized.
A few months ago, Vox News published an investigation titled " Laert Kasaj in the AKSHI criminal group, Gerond Meçe was taken hostage also on his behalf" . His name appears in the first SPAK file, where the actions of another member of the criminal group are documented, who is neither more nor less than another powerful businessman, Laert Kasaj, who acted through his firm.
The file clearly states that, during the time Gerond Meçe was taken hostage, the hostage-takers contacted the administrator of his company, “ordering” him to withdraw from the complaint to the KPP in several procedures. On August 18, 2025, an order was made to lift the suspension of the procurement procedure, where the Commission subsequently declared the economic operator “Ratech” shpk the winner. Specifically, the owner of this company is Laert Kasaj, who has already fictitiously transferred the shares to a relative, with the same surname.
These actions of the hostage-takers have greatly helped "Ratech" to win the lucrative tender, where all members of the group have acted quickly, in some cases Ermal Beqiri won and in this case Laert Kasaj won money. The Special Prosecution has discovered that the company "Ratech" with the help of Gerond Meçe's hostage-takers, have given businessman Laert Kasaj a full 71,996,600 lek on the "table". It is learned that their offer was approximately 12,000,000 lek more than the offer of the operator Advance Business Solutions, ABS.
