The CEZ-DIA file, reopened by SPAK in April of last year, is related to suspicions of setting up a money embezzlement scheme through debt collection of unpaid energy bills that citizens owed to CEZ at that time.
The case was tried once, but the only one sentenced to 11 years in prison was Kastriot Ismailaj, former DIA administrator. From the investigations of that time, it was found that Kastriot Ismailaj of DIA has embezzled at least 5 million dollars from CEZ through the presentation of fictitious invoices for the collection of bad debt.
The scheme is suspected to have been used by CEZ to share with the Albanian authorities the money that was accumulated from joint abuse. The money that CEZ gave to Ismailaj was spent as a cost in the state budget, that is, at the expense of Albanian citizens, since CEZ occasionally raised claims for recognizing bad debt, reducing the price of energy that it bought from KESH and that it sold to them at a higher price. Albanians, the devaluation of OSSH assets and other favors, which were accepted by Sali Berisha's government.
Over the years there have been accusations that the man behind Kastriot Ismailaj is Ilir Meta, accused of traveling to Prague to illegally negotiate the contract between CEZ and DIA.
At the end of 2014, the former CEO of CEZ, Jozef Hejsek, testified that it was Ilir Meta who had recommended Kastriot Ismailaj to the parent company CEZ in Prague for the collection of bad debt. The testimony was given during the judicial process developed in Arbitration, where DIA of Kastriot Ismailaj demanded 130 million euros in damages for unilateral breach of contract by OSHEE after the nationalization of the distribution network.
A year later, Sali Berisha and Ilir Meta, already opponents, clashed in the Assembly and among the accusations that the former Prime Minister addressed to his former subordinate was the unauthorized negotiation with CEZ for the collection of bad debt.
Sali Berisha declared in the Parliament that Ilir Meta had no one to negotiate the CEZ-DIA contract in Prague. Believing the testimony of Jozef Hejsek, Berisha called on the Prosecutor's Office to immediately investigate Meta, while asking the latter to resign as Speaker of the Assembly. For 3 weeks in a row, Sali Berisha, Lulzim Basha and DP deputies accused Meta of being behind the CEZ-DIA affair.
Meta denied going to Prague to negotiate the contract between CEZ and DIA, while presenting Kastriot Ismailaj as a man of Sali Berisha and the accusations against him as a mafia scenario.
