Based on the practices known in all communist countries, the State Security monitored and collected information on all foreigners who came to Albania, whether they were Kosovars. Even Ibrahim Rugova, who visited Albania in the early 1970s, when he was still a student, did not escape this practice.
The purposes of his visits to Albania over the years were mainly professional, for studies and scientific activities organized by the institutions of Tirana.
As we said above, the Security followed all foreigners and created documentation for them in order to take measures in cases where it was found that espionage activity was taking place, any foreigner spoke against or negatively affected the environment around him or simply to know the attitude of visitors to the politics of Tirana. There are not few cases that foreigners who visited Albania in these years were withdrawn in cooperation with the State Security. And especially from the Albanians of Kosovo, who saw Albania as the most perfect form of exercising national independence.
As mentioned above, Rugova does not constitute any special case of surveillance by the Sigurimi or being persecuted and mistreated by the Albanian state of that time. On the contrary. Even Rugova himself appreciates the politics of the Albanian state of that time, the achievements of Albania, as well as criticizes some phenomenon, which he does not like.
Let's see below an operative note of the Sigurimi, where it is reported about a conversation between Ibrahim Rugova and Rexhep Munishi with a professor of the Albanian language at the Sorbonne, who reported to the Sigurimi. In the report, nicknames are also used for the countries, so "Shqiponja" and "province" is called Kosovo and "Ferra" was called former Yugoslavia. The information is important because in addition to showing the situation in Kosovo in those years, it also shows the point of view of Rugova and Munish towards these events.
The report is available in the Archives of the Ministry of Internal Affairs.

OPERATING NOTE
"GRANITE"
POSITION:
In the conversations held by our professor of the Albanian language at the Sorbonne, with Rexhep Munish and Ibrahim Rugoven, the following things came out:
According to them, "the situation in Schiponje" is stabilizing. It is not as presented by the "ferras" and the provincial press. More noise is made by the press, but in reality what is said about the Albanian population of the province is not implemented. The newspaper of the second hour often raises the issue of Albanian nationalism and people of this category, mainly Serbs, but the central government maintains a good attitude and does not speak against the Albanians of "Ferre". Milka Planinci has never spoken against the "Eagle" of the "eagles", on the contrary, she expressed herself well and promised to help in its development. She is a very lady and has done a lot to get "Hell" out of the economic crisis. The punishments have been reduced and now there are no punishments for words and opinions expressed as before. The economic situation of "Island" is not worse than that of other republics. During the last years, there have been some developments in the economy. The three main objectives in this field have been realized: the ferro chrome metallurgical plant (very modern and profitable) near Kosova No. 3, and the Iber-Lepenc irrigation system which is in the final stage (the extension of the second and third sewers remains). A lot of noise is made in the direction of culture and education, but in fact we have not left anything untouched. History and traditions have been preserved. All publications for the Albanian language (old and modern) are sold and published, also the authors of the renaissance and the past. Barleti will soon be released. The series of Albanian authors continues. In school, the history of Albania is made even before 1913. The elaborated literature program (which was also published in Zerin e Populli) has not found a wide echo and it seems that it will be implemented in Serbia. Studies in the field of history and the Albanian language continue as before. About 10 monographs are being completed at the Albanian Institute and will soon be published. The work continues for the collection of materials for the atlas according to the agreement that was made before 1981. In higher schools, all language and history texts published in Albania are used. Literature from Albania continues to be published, except for that which has a political character. We hope that regardless of the noise made in the press, relations will improve and we will be able to continue contacts as in the past (they have not talked about this problem for a long time on what they are basing this on) but at this moment Rexhep Munishi has asked what is the attitude of the APS leader towards "Shqiponje" at the moment. The problem of the Serbs in "Shqiponje" is not as stated in their press. There is no pressure from the Albanians. They leave on their own because they live better, do not return, or return temporarily for a short time and leave. We have no obligation to settle Slavs in "Albania". According to them, there were no provocations from the Slavs either. They say they don't know anything about the situation of the Albanians in Macedonia, but they are economically better off than the Macedonians (especially in the countryside) and this allows them to defend themselves. As for the article that the "Albanians" of Macedonia are "Albanianized Slavs", they say that it was written by a traitor who also changed his last name, but that nobody believes him, not even the Macedonians themselves. Currently, according to them, an intelligence and a cadre have been created that have taken over the affairs of "Altgion" and are working for its protection. They boasted that the ferrochrome plant is made up of Albanian personnel and that things are going well. Immediately the intelligentsia reacts not only in a silent way, but also openly in meetings and conferences within the framework allowed by the constitution. Before we speak - they say - we consult and study the constitution well.
Note: The conversations were shallow, they didn't want to expand, very scary especially from each other, and especially from another person who lived there (other nationality), they didn't express any desire for further contact. They did not ask any questions or react to the death of our leader. Finally, they left for their homeland.
