Exclusive / IM File, the number of persons pursued and arrested by the State

Public opinion was stirred in the last few days by a letter that the File Authority sent to the Parliament of Albania, which stated that the former president Ilir Meta appears in the documents of the former State Security, implying that Meta was a collaborator of this secret service communist.

Of course, society continues to remain very sensitive to this issue. And this for the sole reason that in these 30 years of political transition, there was never a complete transparency on the activity of the former State Security and its collaborators. It can even be said that this issue has become a source of speculation, where from time to time there is an attempt to relativize the role of State Security and, on the other hand, to inflate and enlarge it.

Both phenomena are historically dangerous. If one side tries to reduce and minimize the role of the former State Security and the Party-State in the lives of Albanians, the other side runs to be included in the category of the former persecuted by the communist regime.

In this category of people, already transformed into laramane, are included within it the real political persecuted who suffered prisons and exiles (which are heard and spoken less today, for the sake of the truth), former ordinary prisoners and criminals as well as former officials and people, who had some "enemy" in the tribe that they had made hash of at that time and who today are sold "more burned by the communist system" than the real persecuted. The consequences of this chaos are suffered by the entire Albanian society, but mostly by the real former persecuted, who, as we will see in the following statistics, were not few.

There is still no complete and reliable study on the number of active processing "2A" for agitation, propaganda and contingencies for the entire 45-year period of the State Security. Also, one is missing for arrests for crimes against the state.

The documents we are publishing are two statistical tables extracted from the statistics located in the Archive of the Ministry of Internal Affairs for the years 1973-1981. In one table are reflected the statistics of the Security sector in the years 1973-1981 for active "2A" processing for agitation, propaganda and contingency and, in the second table, are reflected the arrests for crimes against the state, for the same period.
To be clear, let's first explain the terms "2A active processing" and "contingent".
The State Security did two types of processing: preliminary processing and active processing.

The preliminary processing started when the Security received information that a person or group of persons was carrying out hostile activities. To prove this activity, the person was involved in preliminary processing, which should not last more than 6 months. If during the preliminary processing the development of hostile activity was confirmed, then the person was categorized in "active processing 2A" and registered in the second file. If during processing it was proven that the collected data was false, then the collected material was destroyed and not recorded in the file.

So, in "active processing 2A" were placed all those persons who were currently carrying out hostile activities against the Party-state. Thus, active processing (2A) could arise as a result of preprocessing or as a result of the activation of elements recorded in 2B. In file 2B, all persons who had committed hostile activities in the past, but who were currently inactive, were registered. The moment they were seen to be activated, they switched to active processing 2A.

The term contingent meant all persons with information or evidence of their hostile attitudes towards the party-state.
Arrests for crimes against the state were carried out by the State Security. For the arrest of a person, the decision was taken by the head of the internal affairs branch, with the approval of the Deputy/Minister for Security.

Nëse në vitin 1973 ishin 239 persona në përpunim aktiv nga Sigurimi dhe 17.767 kontigjente, në vitin 1981 ishin 683 persona në përpunim aktiv, pra rreth 296% më shumë se në vitin 1973. Po kaq me interes dhe i mirëanalizur është edhe numri i arrestimeve për krime shteti të bërë nga Sigurimi i Shtetit në vitet 1973-1981, ku përfshiheshin: spiunazhi, drejtimi antiparti, agjitacion e propagandë, arratisja, tendencë organizimi, tendencë terrori, diversioni, dëmtimi dhe sabotimi.

Në vitet 1973-1981 janë arrestuar 3134 persona me akuzat e mësipërme. Normalisht, për këto vite kaq duhet të jetë edhe numri i të dënuarve politikë, sepse rrallë herë, madje asnjëherë, ndodhte që një i arrestuar për krime kundër shtetit të shpallej i pafajshëm. Gjithsesi, kjo gjë vërtetohet nga regjistrat e dënimeve politike sikurse edhe dosjet hetimore-gjyqësore.

Le tu hedhin një sy shifrave: arrestimet më të mëdha janë bërë në vitin 1979, në të cilin janë arrestuar 466 persona. Prej të cilëve, 69 për spiunazh, 8 për drejtim antiparti, 264 për agjitacion e propagandë, 79 për arratisje, 18 për tendencë organizimi, 2 për tendencë terrori, 2 për diversion, 17 për dëmtim dhe 7 për sabotim.

Ajo që bie në sy është që numri më i madh i të arrestuarve në të gjithë vitet i përkasin kategorive agjitacion e propagandë dhe arratisje.
