A whopping sum of 235 million lek, or about 2.4 million euros, will be spent on organizing an event on May 16 in Tirana, a day on which several European Union leaders will arrive.

The Directorate of Government Services has formally conducted a tender procedure, but with the option of negotiating with the "preferred" firm. The documents state that the winner was the company "REDCLOUD", with the current owner Mr. Klodian Makashi, while on the day it was announced the winner of this procedure, the firm also filed a sale-purchase contract with the Central Bank, Mr. Makashi transferring the firm's shares to himself!

Meanwhile, Uarda Koçi and Renald Rista were previously shareholders in this firm. The latter was IT director at the Tax Office, and he also denounced the theft of this institution's server.

But what will happen on May 16th?!

A few days ago, Prime Minister Rama said that "on May 16, the European Political Community Summit will be held in the heart of Tirana, which will gather all the leaders of the continent." According to him, it will be the leaders of the entire continent of democracies, from London to Kiev and from Oslo to Ankara.

According to documents available to VoxNews, the Directorate of Government Services has finalized the tender for "accommodation structures (temporary constructions), within the framework of the High-Level Meeting of the European Political Community (EPC), dated May 16, 2025".

The limit fund was 235 million lekë, while only the firm “REDCLOUD” with a value of 232 million lekë was presented in this procedure. The tender was signed by the Director of Government Services, Dhurata Frashëri, the one who fulfills every whim of the heads of state in the residences where they rest and hold meetings.

But, not only that, as Frashëri has given the green light for some assets under its management to be transferred to private ownership, while every day there is talk that the Palace of Congresses, which is administered by this directorate, could also be transferred to private ownership.

But who is the winning firm that will organize the event with European leaders? Undoubtedly, the firm must be trusted, as sources for VoxNews indicate that Makashi, but also previously Rista or even Koçi, have organized other large events, in Tirana, Berat, Lezha, etc.

Currently, the company “REDCLOUD” is 100% owned by Mr. Klodian Makashi. Previously, the company was owned by another company “MORPH”, where Makashi was the shareholder with 56%, Rista with 24 and Koçi with 20% of the shares. In December 2024, Rista and Koçi sold the shares to Makashi for a symbolic price of a few cents.

Meanwhile, on April 11, 2025, the day Makashi won this super procedure, he made a formal transaction at the Central Bank. He transferred the company “REDCLOUD” from the firm “MORPH”, where he was already the owner with 100% of the shares, to himself! It is not known why he made this move, but the fact that his firm will be trusted to organize this event, he removed every trace of his former partners.
