State institutions are preparing to impose a toll on the Llogara Tunnel, which shortens the distance from Orikumi to Palasa. Although the entire project cost around 230 million euros including VAT, the Albanian Road Authority has again allocated an amount of 3.1 million euros.

This money will be used to install some equipment to collect the 5 euro toll that is expected to be implemented soon. The tunnel was opened before the summer of 2024, and remained open for several months. The closure was justified by some unfinished work.

However, during this time, several water supply pipelines were installed inside the tunnel, which carry water to the resorts of the Strategic Investors.

VoxNews published the documents of these procedures a few weeks ago, which were obtained from the company "Gjoka", which was one of the firms that built the tunnel.

According to documents available to VoxNews, the Albanian Road Authority has opened the procedure for "equipment maintenance and operation of the Llogara tunnel", with a funding of 311,040,000 lek, or about 3.1 million euros.

It is learned that it is about tunnel management services, as this money comes after the large tender, where the value went up to 230 million euros, including VAT. The winner of the construction procedure was a consortium of operators, led by the Turkish firm "INTEKAR YAPI..." and the Albanian "GJOKA".

The works were scheduled for 37 months, but the work was completed ahead of schedule because all the companies' energy went into that work, "forgetting" other works such as the Murriz tunnel, which has exceeded every deadline and has already been promised to open in 2025.

This promise was made by the Minister of Infrastructure Belinda Balluku, who also stated that the passage through the Llogara tunnel will cost 5 euros per vehicle. The payment will start this year, as the entire tunnel has a length of 5.9 kilometers.

"The Llogara Tunnel will have a speed of about 80 km per hour, it is a paid work, as there will be high-cost maintenance. It is estimated at around 5 euros, but it is about next year, not this year," said Balluku in the fall of 2024.

Initially, the government attempted to grant the construction through a concession, where the construction would be done with the money of private companies. The latter would be returned the profit from the tariff. However, no company showed interest and then the works were financed with budget money. However, there is still no information whether the amount collected from the tax will go for maintenance or will be transferred to the budget, since the construction of this work suffered a "big hole".

It seems that all the investment has been made for the wealthy's resorts on the South Coast, as with the studies conducted, the fee collection cannot return the entire cost of the investment.
