The works for the Tirana-Rinas-Durrës railway have exceeded the deadline, while the Albanian state has received another loan for additional works. This has led to an increase in costs: from 69.6 million euros, which was the winning bid of the Italian company INC SPA, the cost has now reached 91.7 million, almost as much as the other two companies that were disqualified requested. The tenders of millions of euros for additional funds have been held without competition, with the justification of increased prices and labor costs. Part of the works are being carried out by the Albanian company “Prima Energy”, with no previous experience in this sector.

On October 16, 2024, the Minister of Energy and Infrastructure, Belinda Balluku, announced the arrival in Albania of a modern machine called Tamping or, in other words, a "beating" machine. According to her, this machine would give impetus to the reconstruction and construction works of the Tirana-Durrës-Rinas railway line.

This announcement about the railway works is the second made by Minister Balluku since February 3, 2021, when she, together with representatives of the European Delegation in Tirana; the European Bank for Reconstruction and Development (EBRD); representatives of the Western Balkans Investment Framework (WBIF) initiative, as well as the Italian Ambassador Fabrizio Bucci, was present during the signing of the contract between the Albanian Railways and the Italian company "INC SPA, which was announced as the winner of the tender for this project that is hoped to revitalize the key segment of the Albanian railway network.

At the time, Balluku stated that the railway would be completed in 30 months, in the summer of 2023, saving 55 million euros annually compared to using vehicles. But as we leave 2024 behind, the budget for this project has increased significantly from that set out in the initial contract, while the works have "been left on the roads."

This project was funded by the European Union (EU) to the value of 35.5 million euros. “… it will save valuable time for travelers and students and will boost business growth in Albania’s two largest cities,” the European Union office in Tirana wrote on social media on September 28, 2020.

In addition to EU sponsorship, the Albanian state also received a sovereign loan of 36.87 million euros from the EBRD.

The international tender for the rehabilitation of the Tirana-Durres railway line and the construction of the railway line to the "Mother Teresa" airport was announced on June 11, 2019, on the online website of the European Bank for Reconstruction and Development (EBRD).

It was won by the Italian company INC SPA, which submitted the lowest bid of 69.6 million euros, while the two other participating companies that submitted very similar bids were disqualified: the company STS-KALPATARU (KPTL) JV, which requested 92.2 million euros for the performance of the works, and SINOHYDRO-EEB JVA with a bid of 92.5 million euros.

The international tender procedure, the monitoring of the works by the EU, EBRD, WIBF, as well as the Albanian government, failed to guarantee that this project would be realized, as predicted, in the summer of 2023.

Likewise, the project implementers, at the request of the Albanian authorities, obtained a considerable monetary value without competition, with the justification that prices and labor costs had increased, an amount that the government again secured through a loan from the EBRD.

According to data published on the EBRD website, this project envisages the rehabilitation of 34.7 km of the Tirana-Durres railway and the construction of 5.4 km to Rinas airport. It is part of the second route of the main Western Balkans network, connecting the cities of Podgorica in Montenegro and Vlora in Albania. According to the EBRD, the project will support Albania’s national economic development and contribute to the country’s regional integration, by improving the connection of the main cities with the Port of Durres and the “Mother Teresa” airport.

The EBRD writes in the announcement that it has provided a loan to the Albanian state worth 77.5 million euros for the implementation of this project with a total cost of 140.8 million euros.

Delays and missed deadlines

Promises to complete the works remained on paper and Minister Balluku's statements seem to have gone unheeded. The project has undergone changes based on new laws, which serve as justifications for the delays, suggesting a lack of planning by state institutions.

The Albanian Railways refused to make available a copy of the contract signed with the Italian company INC SPA for the implementation of the Durrës – Tirana railway line rehabilitation project and the construction of the railway line to the “Mother Teresa” airport. The same refusal came for the additional works, claiming that they are confidential and the stipulations in the contract do not allow the publication of any elements.

The Albanian Railway links the failure to meet deadlines in the implementation of the project to delays in the expropriation process and changes to the initial project.

"The reasons why the railway project has undergone extensions in the deadline have been several: First, the expropriation process for the construction of the new railway line from Domja to Tirana International Airport (TIA). Second, the construction of all bridges was decided, after rehabilitation had previously been decided. But with the changes to the new seismic law, it was decided to build new ones. Third, the full electrification of the railway line as an environmentally friendly alternative," explained the Albanian Railways.

In a written response, the Albanian Railways claims that the overruns are only related to deadlines, but not to costs. According to this institution, all changes suffered are included in the 70 million euro fund allocated in the initial contract.

Following the response, it is brought to attention that the project's financing is foreign, with 50% covered by European Union funds through a grant, 50% by the EBRD through a loan, while VAT is paid from the state budget and the grant and loan agreements have been ratified by law.

Albanian Railways did not even make available copies of the inspection reports carried out, while in the first response returned in April, it indicated that the project is expected to be completed on February 21, 2025.

The Ministry of Energy and Infrastructure also did not respond to "INA Media"'s request to make contracts and data on the progress of project monitoring available, as well as the deadline for completion of the works.

Cost increase

No penalties have been reported for anyone for exceeding deadlines in completing the Tirana-Rinas-Durrës railway, while the Italian company ICN SPA has received additional funds without competition, with the argument that prices and labor costs have increased.

In response to a request for information, the Albanian Railways announced that additional funding has been approved by the government for the Tirana-Rinas-Durrës railway project and is expected to proceed with approvals in the relevant parliamentary committees, as well as ratification in the Assembly. The financing is 100% soft loan from the EBRD.

More specifically, the Albanian Railways informed that it has secured financing of 10.5 million euros from the EBRD for the construction of 9 new stations, including stations along the new line that will be built towards Tirana International Airport. While an EBRD announcement on its website states that approximately 8 stations and stops will be built.

Also, through the WBIF and the EBRD, financing worth 16.1 million euros has been secured for the project to rehabilitate the railway line in the 4 km extension, from the Tirana Public Transport Terminal to the central station on the New Tirana Boulevard. Half of the fund will be a soft loan from the EBRD, while the other half will be covered again by a European Union grant.

Further, Albanian Railways clarifies that these additional components are not part of the initial contract and as such will not be implemented by the works contractor INC SPA. Clarifying that the additions are subject to international tendering according to EBRD procedures, Albanian Railways cites as an example that the tender for the buildings has just been completed and is in the process of finalizing the new contract with a new works contractor.

Sipas BERZH-it, edhe shuma do të përcaktohet pasi të përfundojë analiza e duhur.

When the Shyti brothers won tenders and public works from state budget funds and secured a contract as subcontractors in the Tirana-Rinas-Durrës railway project financed by the European Union, SPAK was still upholding the recourse exercised by the former Serious Crimes Appeals Prosecutor's Office, against the decision of their innocence given by the former Serious Crimes Appeals Court in 2017.

However, according to legal definitions and judicial practices, they were declared innocent by a final decision since 2017 and Albanian legislation does not provide for any legal obstacle to them being beneficiaries of public funds through their company, despite SPAK's appeal seeking their punishment.

Construction work on the Tirana-Rinas-Durrës railway began after the signing of a 69.6 million euro contract between the Albanian Railways and the Italian company INC SPA in February 2021, with the promise of completion in the summer of 2023. The works are still in progress, while additional funds have been allocated, which together with the initial contract reach a total value of around 118.3 million euros. These funds are expected to be supplemented by the costs for the electrification of the Durrës-Tirana railway line, which are currently being analyzed. While Albanian authorities do not have an answer for the final deadline when passengers will be able to use the Tirana-Rinas-Durrës train line, the EBRD announced that the Albanian Railways estimates that the entire project, including electrification, is expected to be completed in early 2026. However, there is still no station for passengers where they can wait for the Tirana-Rinas-Durrës train line./ Source: INA Media
