A month ago, the Municipality of Durrës held a tender for the rehabilitation of secondary roads in the New Durrës area with a fund limit of 137 million lekë or almost 1.5 million euros at the current exchange rate.

Today Emiriana Sako announced the winner. It was not the lowest bid, nor the second lowest, nor the third lowest. The winner was the penultimate bid, the one with the second highest price, out of the five total bids that participated in the competition.

According to documents published by the Public Procurement Agency, the Municipality of Durrës has selected as the winner of the tender the joint venture of Ideal Construction and Projection (ICP) and Vianex, which offered the price of 1.4 million euros for the repair of secondary roads in New Durrës. The share of the two companies in the joint venture is 28.28 percent for ICP and 71.72 percent for Vianex.

The lowest bid in the tender was 500 thousand euros less than the winning pair. Not even one bid, but two of them were in the order of 90 million lek.

But why does the Municipality of Durrës disqualify 3 lowest priced bids and go with the penultimate bid?

Formally, the reason is always failure to meet the criteria. But in Durrës, this is always the case. Tenders are an internal matter, shared between Municipality officials or SP functionaries.

Ideal Construction and Projection is a company owned by Alban Dautaj. He is the brother of Gerald Dautaj, leader of the Socialist Party in Durrës, historical chief engineer at the Durrës Waterworks and for a short time also its director, when Spartak Kovaçi was dismissed.

This is another important protagonist in the 5D spider of the Municipality of Durrës, as he received tenders for his family's company, worth millions of euros, during the time he was director of UKD. So, business within its kind.

On the other hand, Vianex is a company that until recently had the name Roku Guest. This company is owned by Rrok Gega, but after Mr. Gega was taken into custody by SPAK for the bridge in Tropoja, along with the socialist mayor of this city, he transferred the shares to his family members and changed the name of the company to Vianex.

However, Durrës Municipality tenders always smell of corruption. The director and former director of the water supply company who take the tenders themselves. But also companies whose owners are small patrons of the SP in Durrës, but in fact its leading figures.

Rajli Ndërtim is one of them, which only works with tenders in the Municipality of Durrës. The company, which is owned by two women, activists of the Socialist Party in Durrës, is suspected of having bigger fish behind it, managers or former senior managers of the Municipality.

Rajli has won most of the bids for the reconstruction of palaces in Durres and has grown from nothing into a multi-billion dollar business. All of its money comes from one source, the Durres municipality. Even in the few cases where bids are awarded to other companies, they have to go through Rajli.
