Oil fraud, fuel mixed with other substances and water found in barges that were supposed to be filled with oil.
A fraud scheme between Albania and Kosovo, for which SPAK neither confirms nor denies whether a criminal investigation has been launched. The matter emerges from data published in the SPAK Register of Requests and Responses for September 2026.
The request for information addressed to the Special Prosecution Office comes from a media outlet in Kosovo. This media outlet asks SPAK whether it is cooperating with the Special Prosecution Office of Kosovo to investigate this fraud scheme, whether there is a joint team of prosecutors investigating this matter for mixed oil or other substances that may have entered Albania through the Port of Durres or other border points, with the final destination being Kosovo.
One of the main questions is related to how water ended up in barges that were supposed to be filled with oil.
The focus is also on companies based in Albania that may be under investigation or against which investigative measures, including preventive seizure, may have been taken. The case also raises suspicions about the possible involvement of customs officials, inspectorates, ministries or other institutions responsible for the control and supervision of the derivatives trade.
Another element that has attracted the attention of the media from Kosovo is the possible financial damage to the state budget through the avoidance of taxes, excise duties or other fiscal obligations. It is also requested to know whether there are any persons detained, arrested, wanted or persons against whom a security measure has been imposed in Albania in this matter.
But SPAK, in its response given on October 2, neither confirms nor denies the existence of an investigation into the suspected oil fraud scheme.
"The data in the Criminal Offenses Report Registry is subject to investigative secrecy. Consequently, it is not possible to confirm or deny the registration of a report or the existence of a criminal proceeding," the Special Prosecution Office said in a response. (TCH)
