An instruction of the Ministry of Tourism and Environment defines the way in which pastures located within protected areas will be put to temporary use.
According to this document that has already been published in the Official Gazette, the regional agencies of protected areas have the obligation to identify the plots.
"AdZM/ZAPK, by February 15 of each year, identifies/determines public and private pasture plots for use for grazing, in accordance with the technical requirements for the use of pastures, according to the legislation in force on pastures and protected areas . The plots located in the pastures located in the central sub-zone of the protected area are excluded from use according to the requirements of this instruction," the document states.
For the leasing of these territories, the instruction specifies some conditions that must be taken into account, such as not infringing the natural and biological values and functions of the pasture territory; to be in harmony with the elements of biodiversity values that the pasture has; to carry out any maintenance work that is considered necessary to preserve the natural state and that brings about the improvement of the biological indicators of the pasture; to preserve the grass cover from overgrazing, by contracting the number of livestock according to the carrying capacity of the pasture; grazing, rest and wintering of livestock, to be done by the interested subject in an alternating generation system to enable the preservation of the normal condition of the herbaceous vegetation.
Parcels that are identified as available are sent for approval by the general manager. Meanwhile, by March 1, the National Agency of Protected Areas sends electronically and in writing to the regional agencies and the relevant municipality the approved list of pasture plots/sub-plots, which contains: location, surface area, type of pasture, its grazing capacity and infrastructure that accompanies it.
For the rental of public pastures that have been announced in the list, in any case, the interested entities submit a written request to the municipality:
a) within March 30, for summer pastures; b) within July 10, for winter pastures. The request must specify a series of data starting from the data and generalities of the requester to the list of objects that are required to be built in support of the activity.
