What was the budget reserve fund used for in the first half of the year?

The reserve fund in the state budget for 2024 was programmed in the amount of 2.5 billion lek or 25 million euros.

Referring to the law "On the budget of 2024, amended", the reserve fund of 2.5 billion lek is used by decision of the Council of Ministers, for unforeseen cases of the general government units.

But how has this fund been used so far? Referring to the mid-year report on the implementation of the state budget for 2024, the Reserve Fund for unforeseen cases of the general government units has been used through 3 Decisions of the Council of Ministers with a total value of about 1.545 million lek out of 2.5 billion lek of planned or at about 61.8% of the plan.

Of these, 60.2% of the plan was allocated for capital expenditures and 1.6% of the plan was used for current expenditures (operating expenditures and internal transfers).

Specifically, 1.5 billion lek have been used as an additional fund for the Ministry of Defense, approved for the year 2024, for the modernization of the armed forces of the Republic of Albania. 22.3 million ALL went for the approval of the integrated calendar of activities within the international year of the 80th anniversary of Liberation. And 17.8 million ALL for the execution of the decision of the European Court of Human Rights dated 7.11.2023 for the case of Durdaj and others against Albania.

According to the document, the unused state of the reserve fund of the state budget, on June 30, 2024, amounts to ALL 954.9 million.
