The water supply companies will have to apply to the National Water Supply and Sewerage Agency to receive public funds for investment projects for water supply or sewerage. The Ministry of Infrastructure and Energy has approved the guidelines on the criteria and the application evaluation procedure, as it is specified that the goal is to improve planning, implementation, as well as increase the transparency of the use of budget funds, with internal financing, in relation to the Budget Program. Water supply and sewerage".

The instruction also contains the methodology for prioritizing the projects that will be decided to be financed from the state budget, as importance is also given to the performance of the water supply and sewerage companies, which must not only have signed the agreement with AKUK, but must also have fulfilled the at least 50% of the objectives defined therein. Exceptions will be made by companies that have recently signed this document.

The funds will be used for some of the policies included in the program, which are: increasing access to the provision of quality and safely managed water supply services, increasing access to the provision of sewerage services and water treatment plants polluted, increasing efficiency in water supply services and strengthening the capacities and modernization of service providers in the water supply and sewerage sector.
