While Albania has existing laws regulating construction products, they do not fully comply with the comprehensive standards set by the EU regulation regarding the marketing and performance of construction products. This means that many of the products that are produced in accordance with Albanian legislation are of poor quality.

In a study carried out by the Investment Council, it was also found that in Albania there is a lack of regulations related to the basic requirements for construction works such as resistance and mechanical durability, safety in case of fire, hygiene, health and environment, safety and accessibility in use, protection from noise, energy economy and heat conservation, as well as the sustainable use of natural resources.

Construction is one of the main sectors of the economy. According to the survey and consultative meetings with the construction sector, manufacturers are operating in a self-regulated environment, as the relevant legal framework is not yet in line with the EU acquis.

"There are beautiful towers designed by serious foreign studios, but the implementation is sometimes done through local companies that do not always respect the relevant standards, and this is a very delicate issue" - said some of the actors of the construction business.

Some reputable companies voluntarily comply with EU rules and standards, especially those exporting to the EU market. However, this accession puts them at a competitive disadvantage within the Albanian market, as other companies are not obliged to follow the same standards. Consequently, the domestic market has an unequal position for construction products, negatively affecting fair competition and the overall progress of construction works in Albania.
