From June 3, the tendering procedures will be carried out according to the new monetary limits, approved by the government. The Public Procurement Agency has explained the legal changes to the contracting authorities and economic operators, specifying that all procedures started before June 3 will be carried out according to the monetary limits that were in force at the time the procurement order was issued.
The lower and upper monetary limits by sector were approved a few days ago. According to the decision, for the classic sector and sectoral contracts, the upper monetary limit for public works tenders will be over 603 million ALL, while for goods, services and design contests in the case of the classic sector, 16 million ALL, while for sectoral contracts 49 million lek.
As for the monetary limits for social services and other specific services, for the classic sector the limit will be 82 million ALL, while for sectoral contracts, 109 million ALL. The government's decision also determines the monetary limits for small value procurements, which will be from 100 thousand to 1 million ALL.
However, the government's decision stated that no public contract can be awarded in order to avoid the monetary limit, a practice that is usually used to avoid international competitions.
