Amid the towers that rise every day on the skyline of Albanian cities, an attempt is finally coming to bring order to the chaos. Construction sites – often synonymous with chaos, noise and lack of control – will be brought under a new regime of discipline.
With a new regulation approved by the Council of Ministers and publicly announced by Prime Minister Edi Rama, builders will face stricter conditions, more frequent inspections, and strong penalties if they harm the surrounding community.
In a public communication on August 1, 2025, Prime Minister Edi Rama revealed that a new regulation for construction sites will soon be adopted, with the aim of protecting citizens and ensuring urban order. He stressed the importance of eliminating construction noise and interference that disturb the surrounding community.
"Whoever builds a building cannot become the problem of the area. The city cannot be hostage to concrete ," said Rama, warning of "drastic" measures against those who violate the rules.
What does the new regulation contain?
Elimination of excessive noise: works requiring high noise levels must be carried out while minimizing the impact on residents. Entities that do not comply with the regulation will face administrative measures and confiscations. Published in the Official Gazette, decision no. 448, dated 31.7.2025 “On the approval of the regulation for the implementation of construction works and site rules” sets out new and stricter rules for the way construction sites are established, organized and monitored in Albania.
According to the regulation published in the Official Gazette, the construction site is considered established only when the fence, signage, cameras and information boards for the facility and the construction entity have been installed. The construction site must be fenced, have at least four security cameras in each corner, photos of the project on its front, as well as boards with information about the facility to be built.
These are just some of the rules that must be implemented by building builders. In addition, the National Inspectorate for Territorial Protection (IKMT) and the Territorial Development Agency will also have access to the cameras to check and inspect whether the project is being implemented in accordance with the construction permit. In addition, all construction site vehicles will be equipped with functional GPS, to which the IKMT and the Territorial Development Agency will have access. In addition to the construction permit, the area, intensity and deadline of the works and all the details about the company carrying out the construction, the displayed document must also include a telephone number for any contact.
Here are the main points of this decision:
New rules for building a construction site:
The construction site should be surrounded by security cameras (minimum 4) at every corner.
The appearance of the enclosure varies by area (blue for the coastal south, green for the north).
An identification plate with all project and permit data must be placed.
The fence and sign are not considered advertising objects, so they are not taxed as signs.
Electronic monitoring:
Security cameras and GPS of construction vehicles must have open access for IKMT and AZT, to monitor the project in real time.
In addition to being required to stay full-time at the construction site, the technical manager will suspend work if protective measures for workers on the site are not guaranteed, while the works supervisor must notify the implementer of defects noticed in the works and the time for their correction.
Obligations for the contractor:
The implementer must notify the e-permit system in advance of the start of works and submit technical documentation.
He is responsible for: Safety at work; Quality of materials; maintaining photographic and video documentation; but also for correcting any damage he may cause.
Duties of the technical director:
Must be a full-time resident on the construction site, in cases of projects over 30 million lek.
It is responsible for verifying and correctly implementing the project.
It can suspend work and fire employees if safety measures are not respected./ Voice
