From cultivated fields to fallow lands, cultivated olive trees, orchards or vegetable greenhouses, along with agricultural and livestock farms: After 13 years, Albania will have an updated register of lands and animals.

The Ministry of Agriculture and Rural Development has submitted for public consultation the draft law "On the Agricultural Census".

"The Agricultural Census includes all economic units that use agricultural land or that carry out agricultural or livestock activities within the territory of the Republic of Albania. Agricultural economic units, subject to the census, fully or partially market their products, or cover only their family needs. The data collected from agricultural economic units according to point 1 of this article must cover 98% of the area used for agricultural purposes and 98% of livestock units within the territory of the Republic of Albania," INSTAT states.

To answer the questions: Who works the land? How many hectares are planted? How many livestock do we really have? – almost 891 million lek will be spent.

The largest portion of the money, over 475 million, is needed for pollsters, followed by expenses for travel and monitoring, equipment and supplies, office rentals, and even promotions.

For farmers and livestock keepers who refuse to respond or provide false information, fines ranging from 30,000 to 100,000 lek are foreseen:

"Refusal to provide the requested information or provision of false information, according to Article 8 of this law, with a fine of 30 to 100,000 lek. Failure to comply with the rules of statistical confidentiality is treated and punished in accordance with the legislation on official statistics. Failure to comply with the rules set out in Article 25 of this law, by the responsible person/persons, with a fine of 30,000 to 100,000 lek."

For the implementation of this process, the institutions that will have the main role are the Institute of Statistics and the Ministry of Agriculture and Rural Development.

They will be assisted by the Ministries of Interior, Defense, Justice, the State Cadastre Agency or the Agricultural University of Tirana:

"During the four-week period preceding the agricultural census day and throughout the entire period of census data collection, it is prohibited for all individuals and organizations, with the exception of INSTAT, to collect data from agricultural economic units within the territory of the Republic of Albania."

The first data collection on agriculture and livestock was carried out in 1998 in the form of a survey on the structure of agricultural holdings. Subsequently, the first Census of Agriculture was carried out in 2012. An attempt was made in 2018, but the data collection was carried out in the form of a structural survey of agriculture.

The second agricultural census was scheduled to be conducted in 2022, but this process was postponed to 2024, but this objective was not achieved either.

The new deadline is now 2026, if the draft law manages to be approved this year in the new session of parliamentary committees.
