The total number of container scans at all customs points for 2023 has reached a record compared to previous years. Referring to the annual report of the Ministry of Finance regarding the performance of concessions, it results that in 2023 265,196 scans are registered in total. Compared to 2015, when the number of customs scans was nearly 14,655, the increase is recorded 18 times more, a figure which also comes from the increase in trade exchanges.

This service is offered through the concession contract / PPP "Financing, setting up and operation of the service of scanning containers and other vehicles in the Republic of Albania, signed with the company "S2 Albania shpk", which was first approved in 2013 and was amended in back in 2015 due to objections from businesses regarding the applied scanning fees for customs declarations.

The changes made consisted in reducing the value of the scanning fee for customs declarations. From 39 Euros to 5 Euros for customs declarations under or equal to 1000 Euros and 22 Euros for customs declarations over 1000 Euros.

The object of this contract is to avoid the under-reporting of customs declarations for the bad effect of classifications of codes, of goods, for receiving customs duties exactly for products that are cleared, but also for strengthening national security, ensuring borders from preventing smuggling, mainly excise products, narcotics, harmful products, weapons, ammunition, etc.

Referring to the number of containers that are scanned at Kapshticë, Morinë, Qafë Thane and Kakavijë customs, all containers that pass through these border points are scanned, while at Durrës Customs, the scanning of containers is done on the basis of risk profiles - the nature of the goods, origin, etc. .

The scanning concession has been signed for a term of 15 years and is financially supported by the budget, where from 2009-2023, a total of nearly 14.4 billion ALL or about 144 million euros have been paid.

At the end of the 15th year of this contract, the contracting authority will be given ownership of the scanner system as well as other equipment and software related to the service of scanning the placed containers. The company's investment value is calculated at 2.83 billion ALL.
