All buildings that have been built for over 50 years will have to undergo a technical audit, which will consist of conducting an in-depth expertise to assess the current technical condition and carrying capacity of the buildings.
Meanwhile, if it is estimated that the object does not meet the technical conditions, the way is opened for repair or demolition".
Everything is defined in a draft government decision, drawn up by the structures of the Ministry of Infrastructure and Energy, which was provided by TV SCAN. According to the document, the draft decision is based on the law "On the control and discipline of construction works", but in any case, no article of this law foresees such a process.
According to the draft decision of the government, the entities that will do the technical audit of the facilities will be selected by the local self-government units and not by the owners of the facilities themselves. Meanwhile, the technical audit will be made available to the Institute of Construction for conducting the opposition.
"The Institute of Construction by conducting the opposition gives its opinion, which prevails over the technical audit and is implemented by the local self-government units or the responsible authorities", - the document states, among other things. After considering the opposition and the economic-financial analysis on the most optimal possibility to repair or produce and rebuild the object, the Institute of Construction informs the ministry that is responsible for the field of construction or the municipality under whose jurisdiction the territory where the object is erected is located, on the conclusion reached", it continues.
Also, the decision specifies that the decision to demolish the building can be taken if the value for repair is equivalent or greater than the value for its construction.
"For the demolition, repair or construction of buildings, from the start of these processes, to the final process of certification of the works, the responsible institutions apply the procedure and rules according to the legislation in force", - added the document, which however does not specify what will happen to the plot of the building and their owners.
A similar process was followed with the buildings affected by the November 26 earthquake, as many of the owners have accused the government of looting their property./SCAN
