A few days after the opening of the competition for the construction of the new port in Porto-Romano, Durrës, the first procedures for the compensation of the owners affected by the realization of this major project have started.

The announcement of the State Expropriation Agency has been published in the official notebook, addressed to all real estate owners who are affected by the implementation of the project "On the implementation of the project of the new integrated commercial port of Durrës in Porto-Romano", for the possibility of compensation of the property owned by them with remuneration in kind".

According to the announcement, compensation in kind is carried out through the exchange of property, private property, that is expropriated with another immovable property, owned by the state, with the same value as the property that is being expropriated. Also, it can be carried out through the combination of the form of reward in financial value with the exchange in kind of property, private property, that is expropriated with an immovable property owned by the state, according to the cases provided for in this decision.

The document specifies that, in any case, compensation in kind is realized only after obtaining the consent of the subject to be expropriated, the consent must be unanimous from all co-owners, who must agree among themselves on the compensation in kind. In the event that this condition is not met, the lack of agreement on giving consent for the treatment with compensation in kind on the part of the subject, which will be expropriated, does not prevent the continuation of the expropriation procedure, since the compensation of the owner of the immovable property, private property , in this case it will be done with financial value, provided according to the classic expropriation.

The State Agency for Expropriation assesses that the owners of the assets that are requested for expropriation, as well as the interested third parties, whose names are on the table published together with the request for public expropriation no. 374/9, dated 27.7.2023, published in Official Gazette no. 111, dated 27.7.2023, not later than 20 (twenty) days from the publication of this notice, have the right to file their request for treatment with exchange in kind at the State Agency for Expropriation, with the aim of further follow-up and finalizing expropriation procedures.

The international competition for the construction of the new commercial port in Porto-Romano with a limited fund of 391 million euros was opened on July 30 and it is expected that the contract for the start of the works with the winning company will be signed in March next year.
