Fiscal policies of the government, business worried about the lack of stability

Despite the improvements that may have been made in the tax aspect with measures, the business sees that the stability of the fiscal policies and decisions or technical interpretations of the laws are worrying for it.

The report of the Investment Council, which came out after the results of the survey with over 600 businesses, underlines this point as one of the important points that should be looked at carefully.

This report assesses that "while there is a consensus for improving communication and interaction with the central tax administration, the private sector remains concerned about the stability of fiscal policies, the quality of fiscal communication (tax decision)/technical interpretation of legislation and the professionalism of the administration".

Communication as a whole, according to the respondents, has been more positive with the administration in the last 5 years. "A slight increase in positive trends has been observed in initial business interactions with the tax administration (2019-2024).

One in two businesses believe that communication with the tax administration has improved over the past two years, and this trend has remained relatively stable over time.

When considering company size, the situation appears largely similar, although small companies may perceive small differences in the deterioration of communication. This trend is mainly attributed to the reduction of human interaction resulting from the growth of digitized services," the report underlines.

The document states that from the meetings held with the private sector, there has been a marked concern among businesses regarding the quality of tax control, legal and technical explanations and opinions (tax decisions) given by the tax administration on issues raised by businesses.

"Recurring issues of delayed, time-consuming, incomplete and/or inconsistent responses to tax issues raised by taxpayers are the most persistent issues highlighted by business, leading to escalating tax compliance costs, delays and lack of security due to doubts.

In our analysis, greater transparency is required in making tax manuals and rulings public and easily accessible, for example, legal and technical rulings/instructions on specific tax issues of taxpayers, which can serve as a tool for unifying practices administrative tax, and improving tax compliance without further costs and/or legal changes.

This is not only a legal obligation according to the provisions of Articles 10, 28 and 135 of Law 9920/2008 "On Tax Procedures", approved over the years with the main aim of consolidating tax precedents, but also a facilitating mechanism that increases accountability.

This category also includes the decisions of the tax appeal structures, which are effective instruments for the self-correction of the administration and taxpayers, so such decisions should be published in a systematic way," says the KI report.
