Konfindustria supports the government's decision not to repeat the private concession of excise stamps and to remain in the possession of the state. In a press release Confindustria states that "The private concession of excise stamps has cost more than 150 million euros in unreasonable additional costs to the economy, businesses and Albanian citizens and without any tangible impact on achieving the purpose of its granting".

In the same way, Konfindustria asks the government, in addition to keeping the activity of equipment with fiscal stamps of excise goods in state ownership, to revise their price by at least 5 times from today's value. It is unacceptable that the cost of placing excise stamps in Albania is almost 10 times more expensive than in Kosovo.

Confindustria assesses that, taking an example from the last decision of the executive, it is necessary to review all concessionary and PPP practices in other sectors of the economy as well. The examples so far show that a large part of the concessions and PPP contracts concluded to date are not justified economically and financially, that they are in the public interest and have obvious expressions of corruption.

It is estimated that the total value of the concession and PPP contracts is close to 5 billion euros, constituting a heavy burden for the national economy, the state budget, the violation of competition between businesses and the well-being of citizens.

What did the government decide on fiscal stamps?

The Albanian government has decided not to renew the concessionary contract for the production and distribution of fiscal stamps. The amendments to the relevant excise law have been issued for consultation by the Ministry of Finance and determine that from January 1, 2025, the fiscal stamp as a security and state monopoly will be produced and distributed by a person authorized by the Council of Ministers. Meanwhile, the security elements and the price of the fiscal stamp are determined by the Council of Ministers.

This draft law comes as a result of the termination on December 31, 2024 of the concession contract with the company "Sicpa Security Solutions" Albania, sh.pk, according to which the production, distribution and monitoring of excise tax stamps is currently carried out by the concessionaire company.

Tax stamps are securities and state monopoly and are placed on products such as cigarettes and alcoholic beverages. Before the concession, from 2008 to 2012, their production was carried out by a joint-stock company owned by the state, determined by the Council of Ministers.

As for the procedure for ordering fiscal stamps, it will remain the same even after January 1, 2025, but the payments of the prices of fiscal stamps and shipping costs will be paid to the person authorized by the Council of Ministers.
