The Council of Ministers has undertaken some important changes in the regulation that determines the way in which the developers of Technology Parks are selected. The changes pave the way for municipalities, public institutions, or even companies with state capital to become developers of technological parks, and in this case their selection will be done through a non-competitive procedure. According to the regulations, the Council of Ministers, in the decision to open the park, or in a special decision, approves the authorization of the central government institution, local self-government unit or state company with state capital/public entity, in the role of park developer.
The proposal is made by the ministry responsible for the economy after the substantiated request of the central government institution, local self-government unit or state company with state capital/public entity. Yes, the Minister, after evaluating the detailed development plan and the presented draft agreement, proposes to the Council of Ministers their approval together with the lease contract for the use of state real estate.
While the most important change comes to the selection procedure of the park manager or administrator, a role that can be entrusted to private entities by municipalities or state institutions. "The authorized developer, according to the decision of the Council of Ministers, has the right to select managers/administrators of the park, who can be private or public legal entities, as well as institutions of higher education", defines one of the changes.
Likewise, the authorized Developer selects the manager/administrator through a competitive procedure with negotiation, with two stages, namely the qualification stage and the negotiation stage.
