The Competition Authority has decided to open a preliminary investigation in the concrete production and trading market in the counties of Tirana, Durrës and Elbasan, to assess the possible existence of signs of restriction of competition.

From the procedure of monitoring the market of production and wholesale of concrete products, a large number of enterprises operating in it has been found. Most of the companies operating in the concrete production market are construction companies, using the concrete product as a raw material for the purpose of their activity in the field of construction.

But, on the other hand, from the monitoring, it has been established that some of the competing enterprises have commercial relations with each other regarding the fulfillment of supply needs. Also, the increase in the price of concrete in all enterprises occurred at the same time in the period February-March 2022 and to the same extent of about 30%. Meanwhile, the sale prices of concrete products between enterprises are approximate, according to concrete categories.

Based on the above facts, the Competition Commission has assessed that the approximate sales prices of the concrete manufacturing enterprises, the growth in the same period, the homogeneity of the product and the transparency of the market, the commercial relations between the competitors in this market are all elements which can lead to a coordinated behavior between enterprises in the region of Tirana, Durrës and Elbasan.

This behavior may constitute restriction, distortion or obstruction of competition in the sense of articles 4 and 9 of the law "On the protection of competition. For this reason, the Commission decided to open the preliminary investigation procedure in the concrete production and trading market in the region of Tirana, Durrës and Elbasan.

The preliminary investigation includes the time period from January 1, 2020 to September 30, 2022, and it is expected that the preliminary investigation report will be presented to the Competition Commission within the month of January.

The preliminary investigation instrument aims to identify signs of restriction of competition in a given market. If such signs are discovered, the next stage is the opening of an in-depth investigation, which should provide answers to suspicions about possible restrictions on competition in the market and possible anti-competitive behavior by individual enterprises.

According to INSTAT, for the third quarter the construction cost index increased by 7.2% on an annual basis. The increase in costs has affected all expenditure items, but the highest levels are recorded in energy expenditure, with 15.5% and material expenditure, with 8%.

Rising construction costs are creating additional upward price pressures on the real estate market. According to the Bank of Albania, in the first 6 months of this year, housing prices recorded a record increase, with 39% more compared to a year ago.
